Whether U.S. terrorism-prevention efforts match the threat continues to be central in policy debate. Part of this debate is whether the United States needs a dedicated domestic counterterrorism intelligence agency. To inform future policy decisionmaking, this book examines, from a variety of perspectives, the policy proposal that such an agency be created. These include its possible capabilities, comparing its potential effectiveness with that of current efforts, and its acceptability to the public, as well as various balances and trade-offs involved in creating such an agency. Reflecting the limits in the data available and the significant uncertainty associated with this policy area, if there is a unifying message from the study, it is one of caution and deliberation. In an area in which direct assessment and analysis are limited, there is a need to carefully consider the implications and potential outcomes of such significant policy changes. In doing so, examination from different perspectives and through different approaches -- to ideally capture a sufficient picture of the complexity to see not just the benefits we hope to gain from policy change but the layers of effects and interactions that could either help or hurt the chances of those benefits appearing -- is a critical ingredient of policy deliberation and design.

This book traces the rise and fall of political philosophies since the 17th century. The second part of the book shows how the general technique of cumulative learning from experience applies to social legislation and social services, party politics to defence strategy and to the trends that follow the modern explosion of knowledge and capital. The main argument is that social control is at its best a deliberate joint creation of and learning from social experience; and in this sense political discipline although not the same as logical or scientific discipline is like them a submission to form, not force. The book gives a definite meaning to the idea of human progress and finds reason for a restoration of political hope and faith.

It is difficult to create a free society but even more difficult to sustain that free society over time. We want to sustain the esssential elements of a free society, but at the same time, we must recognize that the world is always changing. How, then, to adjust to changes and to improve what we have, without losing sight of core values, is our focus in Sustaining A Free Society. The book first outlines in practical real-world terms fifteen conditions that must be in place to sustain a free society. One critical condition given extended consideration is the need for a long-term time perspective. Conditions do not exist in the abstract: they are created by people and the choices we make. Thus we need to consider the roles and responsibilities of those involved in a free a society: citizens and those they choose as leaders. We are not born knowing our responsibilities as citizens and leaders: these matters have to be learned. Sustaining a Free Society moves to a consideration of the role schools must play in ensuring that future generations know and value a free society and are prepared to in turn assume their responsibilities.

Information technology is changing the world through automation, by bypassing middlemen and by digitization. We see dramatic effects today in the music industry, going from CDs to streaming, in newspapers, from paper to online, and in the banking industry, from branch offices to the Internet. One of the most fundamental changes is the replacement of physical cash, money and coins, by bits in a computer. A Cash-Free Society is about this dramatic change. It shows the advantages and disadvantages and discuss how we – consumers, businesses and the society -can prepare for a new world where cash is no longer king. Banks are closing down branch offices and removing cash services. Customers wishing to withdraw money as cash are directed to ATMs. But the number of ATMs is declining. Mobile payments, either for paying bills or for person to person transactions will be the last nail in the coffin for cash . These changes are fed by the overwhelming advantages, both for consumers and businesses, to electronic payments. In the countries that lead this transition to a digital economy, Iceland, Norway, Sweden and Denmark, nearly all transactions, both in volume and number, are digital. Today less than 3 percent of consumer payments are in cash in Norway. Though there are some disadvantages, there are clear benefits: cheaper transactions, less crime, simpler tax processing and it will become more difficult to operate in the black-market economy.
