Increasing The Contribution Of Small Scale Fisheries To Poverty Alleviation And Food Security

Most small-scale fisheries are in developing countries and many live in poor and food insecure communities. These guidelines considers how small-scale fisheries can contribute to poverty alleviation and food security, and complement existing technical guidelines on sustainable fisheries. Issues discussed include: participation by small-scale fishers and their communities in development of policy and regulation measures, as well as in management decision-making and implementation processes; cross-sectoral uses of fisheries and related resources; the special role of women in fish marketing, processing and value addition; the significant scope for trade; financing; information research and communication aspects.

The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas. The next two sub-sections discuss markets and how to make them work for the poor, and the important issue of pro-poor financing systems and subsidies.

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever international instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large.

Small-scale fisheries (SSF) play an important role in food security and poverty reduction. However, this role is not always recognized and many SSF communities remain marginalized, both with regard to resource management and from a broader social and economic perspective. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

This document highlights important examples generated by the Sustainable Fisheries Livelihoods Programme with regard not only to reconciling poverty reduction and responsible fishing but also showing how the two are mutually dependent and essential for sustainable outcomes. It provides a consolidated account of main lessons learned to serve as a source of information and inspiration for further work with small-scale fishing communities.

The Expert Consultation was convened in order to elaborate guidelines on the policies and actions needed to increase the contribution of small-scale fisheries to poverty alleviation and food security. The Consultation noted that there is little reference to poverty alleviation and insufficient coverage of small-scale fisheries in the Code of Conduct for Responsible Fisheries, and recommended the development of a new article on "Small-scale Fisheries and Povery Alleviation."

The project “Creating an enabling environment for securing sustainable small-scale fisheries” (GCP/GLO/965/SWE), funded by the Swedish International Development Cooperation Agency (SIDA), supports the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] It does so by, inter alia, improving relevant legal frameworks applicable to small-scale fisheries and reducing marginalization of small-scale fisheries stakeholders in decision-making processes. [Author] The project works with a wide range of stakeholders, ranging from small-scale fishing communities and organizations, to governments, nongovernmental organizations (NGOs) and academia, in both marine and inland waters. [Author] The project, initiated in December 2018, was designed under the FAO Umbrella Programme for the Promotion and Application of the SSF Guidelines (PGM/MUL/2015-2020/SSF) – Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods. [Author] Activities under the project first started in Cabo Verde, Costa Rica, Côte d’Ivoire, Madagascar, Myanmar, Namibia, Oman, Philippines, Senegal and United Republic of Tanzania. [Author] In subsequent phases of the project, support was further extended upon ad hoc requests to other countries, such as Mozambique, and to a number of small-scale fisheries organizations, civil society orgranizations (CSOs) and NGOs. [Author] The project fosters synergies with the project implementing the SSF Guidelines for gender-equitable and climate resilient food systems and livelihoods’ supported through the Norwegian Agency for Development Cooperation (Norad). [Author] A workshop on this project with project countries and partners brought together people to share experiences and lessons learned from the project. [Author] The workshop, which took place in Rome, Italy, from 14 to 16 November 2023, hosted discussions on the additional followup support that is required to further facilitate the implementation of the SSF Guidelines at national, regional and global level, hence contributing to a more sustainable small-scale fisheries sector. The importance of small-scale fisheries for sustainable livelihoods and communities, food security, and poverty eradication is indisputable. With the endorsement of the ‘Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries’, FAO member states recognize that governments, civil society organizations, and research communities all have a role to play in helping small-scale fisheries achieve these goals. This book argues that policies targeting small-scale fisheries need to be based on a solid and holistic knowledge foundation, and support the building of governance capacity at local, national, and global levels. The book provides rich illustrations from around the world of why such knowledge production needs to be transdisciplinary, drawing from multiple disciplinary perspectives and the knowledge that small-scale fisheries actors have, in order to identify problems and explore innovative solutions. Transdisciplinarity for Small-Scale Fisheries Governance: Analysis and Practice, edited by Ratana Chuenpagdee and Svein Jentoft, successfully demonstrates how small-scale fisheries are important and what social and political conditions are conducive to their wellbeing. The volume contributes tremendously to building capacity of fisheries communities and policy-makers to make the ideals of small-scale fisheries a reality. It establishes the ecological, social, and economic sense behind small-scale fisheries.
