Industrial Reformers In Republican China

This is the story of a dedicated group of foreign and Chinese reformers who tried, but failed, to solve China's intractable industrial problems over the three decades prior to 1949. It explores the complex rivalries of Chinese and foreigners against a backdrop of extreme nationalism.

This book analyses and critically evaluates the development of two key components of China's economy: the network of productive enterprises, and the national innovation system, from the inception of market-oriented reforms to the present day. The approach is a partly novel one, albeit inspired to classical political economy, rooted in the structure and evolution of social relations of production and exchange and of the institutional setting in these two crucial domains. The main findings are twofold: First, the role of planning and public ownership, far from withering, has being upheld and qualitatively enhanced, especially throughout the most recent stages of industrial reforms. Second, enterprises are increasingly participating - along with universities and research centers - in a concerted and historically unparalleled effort to dramatically upgrade China's capacity to engage in indigenous innovation. As a result, China's National Innovation System has been growing and strengthening at a pace much faster than that of the national economy as a whole. The book also presents a speculative and provisional perspective on the validity, and meaning, of the claim that the country's socioeconomic system is indeed a form of socialism with Chinese characteristics. Discussions of China’s early twentieth-century modernization efforts tend to focus almost exclusively on cities, and the changes, both cultural and industrial, seen there. As a result, the communist peasant revolution appears as a decisive historical break. Kate Merkel-Hess corrects that misconception by demonstrating how crucial the countryside was for reformers in China long before the success of the communist revolution. In The Rural Modern, Merkel-Hess shows that Chinese reformers and intellectuals created an idea of modernity that was not simply about what was foreign and new, as in Shanghai and other cities, but instead captured the Chinese people’s desire for social and political change rooted in rural traditions and institutions. She traces efforts to remake village education, economics, and politics, analyzing how these efforts contributed to a new, inclusive vision of rural Chinese life. Merkel-Hess argues that as China sought to redefine itself, such rural reform efforts played a major role, and tensions that emerged between rural and urban ways deeply informed social relations, government policies, and subsequent efforts to create a modern nation during the communist period.

From 1993-1995 the People's Republic of China undertook a series of reforms designed to modernise their banking and financial systems, the process of financial intermediation and to implement a sound and credible monetary policy in China. They based these reforms on the Federal Reserve System in the USA. This book analyses these reforms and assesses the effectiveness of the monetary policy that was put in place and shows whether it can withstand China's accession to the WTO.

Observers often note the glaring contrast between China's stunning economic progress and stalled political reforms. Although sustained growth in GNP has not brought democratization at the national level, this does not mean that the Chinese political system has remained unchanged. At the grassroots level, a number of important reforms have been implemented in the last two decades. This volume, written by scholars who have undertaken substantial fieldwork in China, explores a range of grassroots efforts--initiated by the state and society alike--intended to restrain arbitrary and corrupt official behavior and enhance the accountability of local authorities. Topics include village and township elections, fiscal reforms, legal aid, media supervision, informal associations, and popular protests. While the authors offer varying assessments of the larger significance of these developments, their case studies point to a more dynamic Chinese political system than is often acknowledged. When placed in historical context--as in the Introduction--we see that reforms in local governance are hardly a new feature of Chinese political statecraft and that the future of these experiments is anything but certain.
