Este libro tiene como objetivo comprender, más allá de la literatura existente, si el sector estratégico del petróleo y el gas en Colombia puede actuar como un actor de desarrollo humano y sostenible para la construcción de la paz; el logro de este objetivo se plantea a través del análisis y desarrollo de esquemas de gobernanza participativa basados en el diálogo entre el Estado, las comunidades locales y las empresas del sector de hidrocarburos, que promuevan el respeto de los derechos humanos y las visiones conjuntas de desarrollo humano y sostenible en las regiones productoras de petróleo y gas de Colombia, y contribuyan, de esta forma, a la superación de la fuerte conflictividad social y de la violencia estructural que se da en estos territorios como parte de la construcción de la paz en el país. Esta investigación se desarrolló en los departamentos productores de hidrocarburos de Meta, Casanare, Putumayo y Norte de Santander durante un año. Desde un enfoque participativo, se mantuvieron entrevistas grupales con dinámicas participativas con las comunidades locales de las áreas de influencia petrolera y entrevistas individuales-abiertas con miembros de la sociedad civil, de la industria de hidrocarburos y del gobierno a nivel nacional y sub-nacional.

With this regional diagnosis of countries rich in natural resources like Argentina, Chile, Colombia, Mexico, Peru, and the Dominican Republic, the IDB seeks to shed light on best practices among stakeholders of the extractive sectors.
