Innovative Community Responses To Disaster

Increasingly, community leaders around the world face major natural and economic disasters that require them to find ways to rebuild both physical infrastructure and the local economy. Doing this effectively requires an understanding of how various parts of the community are interconnected, as well as information as to which revitalization approaches have succeeded in the past. Community investment in recovery is essential and, in some cases, may require local leaders to rethink how it can be financed and arranged. This book presents a conceptual framework based on the community capitals, and describes approaches that have succeeded in situations where local leaders have coordinated efforts to rebuild and revitalize local conditions. Contributions provide examples of successful approaches around the world, thus analysing potential strategies for addressing disasters of many different types in various cultural settings. In this way, the book provides insights into a variety of approaches based on applications of accepted community development theory and concepts. This book was originally published as a special issue of Community Development.

This book analyzes the role of local responses to natural disasters and conflict. Key issues such as the relationship between local and external knowledge in addressing disasters, the relevance of institutional and policy frameworks for community-based disaster response and the role of social capital and collective action are also addressed.

As the global climate shifts, communities are faced with a myriad of mitigation and adaptation challenges. These highlight the political, cultural, economic, social, and physical vulnerability of social groups, communities, families, and individuals. They also foster resilience and creative responses. Research in hazard management, humanitarian response, food security programming, and other areas seeks to identify and understand factors that create vulnerability and strategies that enhance resilience at all levels of social organization. This book uses case studies from around the globe to demonstrate ways that communities have fostered resilience to mitigate the impacts of climate change.

Community Responses to Disasters in the Pacific Rim presents different aspects of place-making in displacement in the Pacific Rim region. It focuses focus on how people respond and readjust to changes and captures the long-term community development outcomes and the critical moments that facilitate this development. Interdisciplinary and using diverse research approaches, the book includes contributions by authors from a variety of disciplines across disaster research, sociology, urban planning, architecture, anthropology, earth science, and education. Mixed methods are adopted to carry out the research projects that ground this volume, including qualitative research for social scientific research, ethnographic methods and more importantly, Participatory Action Research (PAR) is also included by authors who have a background in design professions and a few indigenous scholars who are themselves survivors of disasters. This book describes many of the unique contributions of the Food & Fitness program including a number of early successes, drawing lessons from efforts to form and maintain partnerships, and from the strategies employed to create structural change in communities. This important study introduces the Food and Fitness community partnerships and their work to increase access to healthy, locally grown food, and opportunities for physical activity, in vulnerable communities across the United States. Established in 2007 and funded by the WK Kellogg Foundation, the partnerships are increasing the capacity of communities to participate in policy and systems change to positively affect their health and well-being. The material covered in the chapters provide an illustration of how funders, grantees, and partners can work together to create sustainable change at the neighborhood level to ensure that all children and families are able to thrive. A range of studies ae looked at from the various initiatives funded nationwide to evaluation methods and results, and an explanation of the role of philanthropy in community development from the viewpoint of the funders. Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.
