Innovative Infrastructure Financing Through Value Capture In Indonesia

This report proposes a new method to increase infrastructure investment based on the concept of value capture in Indonesia. Indonesia needs significant additional infrastructure investment to sustain its economic growth. However, the COVID-19 pandemic has further limited the fiscal space of the government. The report studies how Indonesia's existing policies and regulations can be used to build a value capture framework that ensures the maximization of the social, economic, and environmental value of infrastructure investments. The framework focuses on strategies to deliver infrastructure projects that create greater value and, at the same time, generate funding for up-front investment.

This book examines advanced approaches to finance infrastructure projects. In doing so, it synthesizes developments and generates new understandings in the field. Infrastructure financing has moved beyond traditional government funding, multilateral assistance, and project finance, to a diverse set of innovative approaches, increasing participation from private, institutional, commercial, and philanthropic investors. Chapters in the book discuss various infrastructure finance themes including the dynamism of project finance, diversification of multilateral assistance into various concessional and guarantee instruments, the surge of green and other thematic bonds, the role of land value capture, funded and unfunded risk mitigation options, growth of private institutional markets, and asset recycling. First, the book documents the evolution of Asia's infrastructure over the past half-century and reviews existing literature on the role of infrastructure investment in supporting growth and social development. It highlights the positive impact of mass transit investments on land and property values, and the possibility of taxing the increase in values to finance these investments. It then examines Asia's current practices and new solutions that can help meet the infrastructure gap. It discusses the role of institutions, how innovation can foster energy infrastructure investments, and the role of bond markets in infrastructure investments. The book explores ASEAN+3 efforts in developing local currency bond markets to provide long-term local financing for infrastructure investment while providing financial resilience. It also examines the use of green bonds to finance sustainable growth in Asia.

We live in an inter-connected world. In the era of Industry 4.0, technology is getting embedded more and more in the way ‘we learn, live, work, and play’. This progression is accelerating at a pace never seen before. Interdisciplinary and collaborative research across disciplines within the Technology domain and Management domain, and across the Technology-Management interface is opening up exciting new possibilities for solving problems whose solutions are beyond the scope of a single discipline, domain or practice, and helping to create a brave new world. The goal of this conference was to bring together scholars, researchers, consultants, and practitioners to share their interdisciplinary research and consultative work in Technology and Management. Selected papers were then peer-reviewed and authors were invited to present their work in the conference.

This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.
