Islam And Politics In The Sahel

‘Ideologies need enemies to thrive, religion does not’. Using the Sahel as a source of five comparative case studies, this volume aims to engage in the painstaking task of disentangling Islam from the political ideologies that have issued from its theologies to fight for governmental power and the transformation of society. While these ideologies tap into sources of religious legitimacy, the author shows that they are fundamentally secular or temporal enterprises, defined by confrontation with other political ideologies–both progressive and liberal–within the arena of nation states. Their objectives are the same as these other ideologies, i.e., to harness political power for changing national societies, and they resort to various methods of persuasion, until they break down into violence. The two driving questions of the book are, whence come these ideologies, and why do they–sometimes–result in violence? Ideologies of Salafi radicalism are at work in the five countries of the Sahel region, Burkina Faso, Mali, Niger, (Northern) Nigeria and Senegal, but violence has broken out only in Mali and Northern Nigeria. Using a theoretical framework of ideological development and methods of historical analysis, Idrissa traces the emergence of Salafi radicalism in each of these countries as a spark ignited by the shock between concurrent processes of Islamization and colonization in the 1940s. However, while the spark eventually ignited a blaze in Mali and Nigeria, it has only led to milder political heat in Niger and Senegal and has had no burning effect at all in Burkina Faso. By meticulously examining the development of Salafi radicalism ideologies over time in connection with developments in national politics in each of the countries, Idrissa arrives at compelling conclusions about these divergent outcomes. Given the many similarities between the countries studied, these divergences show, in particular, that history, the behaviour of state leaders and national sociologies matter–against assumptions of ‘natural’ contradictions between religion (Islam) and secularism or democracy. This volume offers a new perspective in discussions on ideology, which remains–as is shown here–the independent variable of many key contemporary political processes, either hidden in plain sight or disguised in a religious garb.

As North African, Middle Eastern, and Sahelian societies adapt to the post-Arab Spring era and the rise of violence across the area, various groups find in Islam an answer to the challenges of the era. This book explores how Islamist social movements, Sufi brotherhoods, and Jihadi armed groups, in their great diversity, elaborate their social networks, and recruit sympathizers and militants in complicated times. The book innovates by transcending regional boundaries, bringing together specialists of the three aforementioned regions. First, it highlights how geographically dispersed religious groups define themselves as members of a larger, universal Umma, while evolving in deeply embedded local contexts. Second, its contributors prioritize in-depth fieldwork research, offering fine-grained, original insights into the manifold mobilization of Islamist-inspired social movements in Egypt, Libya, Tunisia, Mali, Senegal, Mauritania, Burkina Faso, and Western Europe. The book sheds light on the tense debates and competition taking place amongst the different trends composing the Islamist galaxy and between other groups that also claim an Islamic legitimacy, including Sufi brotherhoods and ethnic and/or tribal groups as well. Are populist radical right (PRR) parties the only alternatives for voters seeking restrictive and assimilationist outcomes? Or is a mainstream choice available? Popular opinion and social media commentaries often criticize mainstream parties for facing in the same liberal and multicultural direction. Literature on parties and elections equally suggests a convergence of policy positions and the disappearance of any significant differences between parties. This edited volume is an attempt to challenge such perceptions and conclusions. By systematically coding manifestos for seventeen mainstream and six PRR parties in Western Europe, the book explores positional differences between mainstream and niche contenders over three key elections between 2002 and 2015. The findings indicate more choice than initially expected, but these restrictive and assimilationist options are usually in close proximity to each other and typically less intense than those of the PRR. This can help explain the continuous growth of the PRR despite the presence of a mainstream alternative. Yet party system dynamics also matter. Contributing authors thus investigate a number of arguments in the precarious relationship between mainstream parties, the electorate and the PRR, as well as between different mainstream parties.

Long before the September 11 attacks galvanized Western attention on what has variously been called political Islam, Islamic fundamentalism, and Islamism, African nations with sizeable Muslim populations were experiencing significant transformations in the relationship between religion and state. Political Islam in West Africa explores those ongoing transformations in key countries of the Sahel region. Each country chapter provides both historical context and an examination of the changing nature of domestic politics and foreign policy in the post-September 11 world. Introductory and concluding chapters provide additional context and highlight overarching themes. A notable feature of the book is a comprehensive bibliography of Islamism in West Africa.

The impact of Islam in sub-Saharan West Africa has been profound, but has been experienced very differently at different times and places. In these articles Professor Levtzion explores the varying patterns of Islamization as Islam spread south, its influence in social and economic terms as well as religious, and its role in the processes of state formation, and has developed a new approach to the historiography of the desert-sahel interface. Particular studies focus on the contrasts between rural and urban Islam and the roles of merchants and clerics, and on the Islamic revolutions of the 18th century. Others cast new light on trans-Saharan traffic, from the Jewish traders of Sijilmasa in the 10th century, to the relations between Mamluk Egypt and West Africa in the 16th. A final set of articles concentrates on the Arabic sources, both internal and external, which are fundamental for the history of the region.
