Japan And Global Health

Recent years have seen a considerable shift in the sources of financial assistance for global health activities. With the private sector as well as emerging economies joining the more developed nations as major players, the balance of power is changing, leading to a momentous shift in perceptions of “global health.” Japan has yet to adopt a comprehensive approach that acknowledges the new global health reality. With political changes, natural disasters, and a sluggish economy dominating the policy scene in recent years, there has been little appetite among decision-makers to develop -- in a practical sense – more effective ways to strategically support global health activities in facilitating a greater impact of Japan’s foreign policy. Japan must develop a comprehensive perspective of global health in order to maximize aid effectiveness and to promote transparency in order to boost the overall effectiveness of the country’s initiatives and benefit the people of Japan, as well.

This book examines the development of Japan’s human security diplomacy for global health in the pre- and post-COVID-19 world. In the light of global health politics and human security studies, it attempts to clarify Japan’s financial and diplomatic contributions to the Gavi, the Vaccine Alliance (Gavi), the COVID-19 Vaccines Global Access (COVAX) Facility, the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), the Global Polio Eradication Initiative (GPEI), the Tokyo International Conference on African Development (TICAD), official development assistance (ODA) related to global health, the Global Health Innovative Technology Fund (GHIT Fund) to combat neglected tropical diseases (NTDs), the Coalition for Epidemic Preparedness Innovations (CEPI) in preparation for future pandemics, and the International Monetary Fund (IMF) to enhance the global health system. Moreover, the role of Japanese Business Leaders’s Coalition for Global Health in collaboration with the Bill & Melida Gates Foundation in the field of innovative technology, such as an application of artificial intelligence (AI) for global health will be scrutinized. In addition, this research investigates implications of Japan’s Global Health Strategy for Japan’s global health diplomacy at the event of the G7/G8 summits, especially the 2023 G7 Hiroshima Summit. Finally, this book identifies multiple global health actors that constitute the emerging and changing global health architecture in the post-COVID-19 world.

Global Health Security in China, Japan, and India assesses evolving global health security in three major Asian countries that adhere to the standards and targets in accordance with United Nations Sustainable Development Goals (SDGs). The goals of universal health coverage (UHC) are to ensure that all people can access quality health services, to safeguard all people from public health risks, and to protect all people from impoverishment due to illness, whether from out-of-pocket payments for health care or loss of income when a household member falls sick. Countries as diverse as Brazil, France, Japan, Thailand, and Turkey have shown how UHC can serve as a vital mechanism for improving the health and welfare of their citizens and lay the foundation for economic growth and competitiveness grounded in the principles of equity and sustainability. Ensuring universal access to affordable, quality health services will be an important contribution to ending extreme poverty by 2030 and boosting shared prosperity in low-income and middle-income countries, where most of the world s poor live. Universal Health Coverage for Inclusive and Sustainable Development synthesizes the experiences from 11 countries Bangladesh, Brazil, Ethiopia, France, Ghana, Indonesia, Japan, Peru, Thailand, Turkey, and Vietnam in implementing policies and strategies to achieve and sustain UHC. These countries represent diverse geographic and economic conditions, but all have committed to UHC as a key national aspiration and are approaching it in different ways. The book examines the UHC policies for each country around three common themes: (1) the political economy and policy process for adopting, achieving, and sustaining UHC; (2) health financing policies to enhance health coverage; and (3) human resources for health policies for achieving UHC. The findings from these country studies are intended to provide lessons that can be used by countries aspiring to adopt, achieve, and sustain UHC. Although the path to UHC is specific to each country, countries can benefit from the experiences of others in learning about different approaches and avoiding potential risks.

In late 2012, the CSIS Global Health Policy Center organized a working group to analyze the opportunities for global health diplomacy in Barack Obama’s second term. This volume presents those analyses. Taken together, the studies show that the world of global health diplomacy is quite dynamic at the moment, with new partners setting trends while traditional actors are reconfiguring their views and practices. As the Obama administration moves into a second term, there are numerous opportunities for U.S. diplomats to coordinate on global health goals with middle income countries such as Brazil, Chile, Mexico, and South Korea; to learn more about how Russia and China continue to build their outreach and assistance capacities; and to strengthen existing relationships with Canada, Japan, and Europe to shore up support and innovation in the global commitment to public health.

In an era of rapid and extensive globalisation, the world faces a wide range of transboundary problems that require effective collective action. Key among these are threats to human health that do not recognise national borders, and include emerging and re-emerging infections, rising rates of chronic diseases, inadequate access to affordable and safe medicines, spreading anti-microbial resistance and the health effects of climate change. These threats require a transnational response and thus pose significant challenges to global health governance, as well as to long established notions of national sovereignty. This book investigates the neglected question of the impact of a rising Asia on the management of transboundary health problems. The chapters examine the role played by Asia in the governance of a range of global health issues, from development assistance in health, to global health instruments dealing with tobacco control and disease outbreaks, to health research and knowledge products, and the book concludes by examining the broad themes of a rising Asia’s role in the complexity of global health governance. The various analyses are tied together by a common focus on Asian countries’ use of the sovereignty principle, and seek to understand how traditional notions of national sovereignty can both clash with, and enhance, governance objectives in global health. In addition, the contributors examine the interaction between global, regional and domestic institutions, and present current ideas in Asia on the challenge of governing global health. With an inter-disciplinary approach that combines international relations, public policy and public health, this book will be invaluable to both scholars and policy makers working in these fields, as well as Asian politics, social policy and governance more generally.
