Japan S International Democracy Assistance As Soft Power

Japan has increasingly emphasized democracy assistance since the mid-2000s, such that it now constitutes a major part of Japan’s foreign policy. This approach is an ostensible departure from the country’s traditional foreign policy stance, which tries to avoid bringing values to the forefront of foreign policies. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.

An examination of the cultural aspects of U.S.-Japan relations during the postwar Occupation and the early Cold War

Soft power has tended to be overlooked in the field of international relations, often dismissed as lacking relevance or robustness as a theoretical concept. This book seeks to expand upon the idea of ‘soft power’ in international relations and to investigate how it actually functions by looking at three case studies in Japan-China relations during the post-war period. These cases involve the action of Japan’s soft power in China due to the activities of agents at three levels in society: the state level (an agency of the central government), the sub-state level (a local government), and at the non-state level (a non-governmental organisation). In addition, a major theme of the book is to examine the role of important international actors whose roles are not covered sufficiently in international relations discourse. Utpal Vyas demonstrates ways in which soft power is a useful analytical tool to understand relations between China and Japan in the early 2000s. The case studies help to reveal the complexities of interaction between China and Japan beyond the usual state-level analyses and offer a valuable resource for the study of Sino-Japanese relations and IR in general. The term "soft power" describes a country's ability to get what it wants by attracting rather than coercing others - by engaging hearts and minds through cultural and political values and foreign policies that other countries see as legitimate and conducive to their own interests.This book analyzes the soft power assets of the United States and Japan, and how they contributed to one of the most successful, if unlikely, bilateral relationships of the twentieth century. They show how public diplomacy on both sides of the Pacific - bolstered by less formal influences such as popular cultural icons, product brands, martial arts, baseball, and educational exchanges - has led to a vibrant U.S.-Japanese relationship since World War II despite formidable challenges. Emphasizing the essentially interactive nature of persuasion, the book highlights an approach to soft power that has many implications for the world today.

Japan's use of Soft power in its international politics is as yet understudied. Soft power presents as many challenges as promises. This book explores the way Japan uses soft power in its relationship with the US, its Asian neighbours and Europe and aims to contribute to a deeper understanding of the role of soft power in international relations. Hard power, on the other hand, is more tangible and has received far greater scholarly scrutiny than soft power. This book explores the multifaceted obstacles to social change that India, Myanmar and Thailand face, and ways to overcome them. With a collection of essays that identify common challenges and salient features affecting diverse communities, this volume examines topics from subnational and local perspectives across the peripheries. The book argues that identity-based divisions have created a system of oppression and political contention that have led to conflicts of different kinds, and hence serving as the common cause of different social issues. At the same time, such issues have created space for marginalized groups around the world to call for change. The volume recognizes that social transformation comes into being through an active process of deconstructing and reconstructing shared norms and ideas. The contents in this book are thus centered around two focuses: the impacts of identities and grassroots. Both of these aspects are at the heart of each country’s transformations towards democracy, peace, justice, and freedom.
