Japanese Language And Soft Power In Asia

This cutting edge collection considers how the Japanese language functions as a key element of Japanese soft power in Asia. Within Japanese culture itself, the promotion of language has been an area of ambivalence. This interdisciplinary book looks across the fields of language policy, language teaching, socio-linguistics, cultural studies and history to identify the links between Japan’s language policies and broader social, economic and political processes. It examines the challenges that undermine Japan’s potential soft power by identifying a gap between the “official Japan” portrayed by the Japanese government and the “cultural Japan” that foreigners perceive. It also reveals historical continuity in the way Japanese language is perceived and promoted by policy makers and how the current practices of Japanese language teaching in Asian countries have been shaped within the framework of “international exchange”, which has been a key concept in Japanese foreign policies since the 1970s. It particularly considers the concept of ‘Cool Japan’ as a symbol of Japan’s interpretation of its cultural power and offers a thoughtful assessment of the future of Japanese as a form of soft power in Asia as the country prepares for the 2020 Tokyo Olympics.

The term "soft power" describes a country's ability to get what it wants by attracting rather than coercing others - by engaging hearts and minds through cultural and political values and foreign policies that other countries see as legitimate and conducive to their own interests.This book analyzes the soft power assets of the United States and Japan, and how they contributed to one of the most successful, if unlikely, bilateral relationships of the twentieth century. Sponsored by the U.S. Social Science Research Council and the Japan Foundation's Center for Global Partnership, the book brings together anthropologists, political scientists, historians, economists, diplomats, and others to explore the multiple axes of soft power that operate in the U.S.-Japanese relationship, and between the United States and Japan and other regions of the world.The contributors move beyond an "either-or" concept of hard versus soft power to a more dynamic interpretation, and demonstrate the important role of non-state actors in wielding soft power. They show how public diplomacy on both sides of the Pacific - bolstered by less formal influences such as popular cultural icons, product brands, martial arts, baseball, and educational exchanges - has led to a vibrant U.S.-Japanese relationship since World War II despite formidable challenges. Emphasizing the essentially interactive nature of persuasion, the book highlights an approach to soft power that has many implications for the world today.

Soft power has tended to be overlooked in the field of international relations, often dismissed as lacking relevance or robustness as a theoretical concept. This book seeks to expand upon the idea of ‘soft power’ in international relations and to investigate how it actually functions by looking at three case studies in Japan-China relations during the post-war period. These cases involve the action of Japan’s soft power in China due to the activities of agents at three levels in society: the state level (an agency of the central government), the sub-state level (a local government), and at the non-state level (a non-governmental organisation). In addition, a major theme of the book is to examine the role of important international actors whose roles are not covered sufficiently in international relations discourse. Utpal Vyas demonstrates ways in which soft power is a useful analytical tool to understand relations between China and Japan in the early 2000s. Japan's use of Soft power in its international politics is as yet understudied. Soft power presents as many challenges as promises. This book explores the way Japan uses soft power in its relationship with the US, its Asian neighbours and Europe and aims to contribute to a deeper understanding of the role of soft power in international relations. Hard power, on the other hand, is more tangible and has received far greater scholarly scrutiny than soft power. However, as this collection makes clear, hard power has its limitations and counterproductive consequences as an instrument of policy. This book makes it clear that hard power alone will not provide Japan with the peace and security it desires. A smart balancing or mixture of hard and soft power is required. Is Japan up to this challenge? East Asian pop culture can be seen as an integrated cultural economy emerging from the rise of Japanese and Korean pop culture as an influential force in the distribution and reception networks of Chinese language pop culture embedded in the ethnic Chinese diaspora. Taking Singapore as a locus of pan-Asian Chineseness, Chua Beng Huat provides detailed analysis of the fragmented reception process of transcultural audiences and the processes of audiences’ formation and exercise of consumer power and engagement with national politics. In an era where exercise of military power is increasingly restrained, pop culture has become an important component of soft power diplomacy and transcultural collaborations in a region that is still haunted by colonization and violence. The author notes that the aspirations behind national governments' efforts to use popular culture is limited by the fragmented nature of audiences who respond differently to the same products; by the danger of backlash from other members of the importing country's population that do not consume the popular culture products in question; and by the efforts of the primary consuming country, the People's Republic of China to shape products through co-production strategies and other indirect modes of intervention.

Japan has increasingly emphasized democracy assistance since the mid-2000s, such that it now constitutes a major part of Japan’s foreign policy. This approach is an ostensible departure from the country’s traditional foreign policy stance, which tries to avoid bringing values to the forefront of foreign policies. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.
