Knowledge Infrastructure For The Fifth Freedom In The Baltic Sea Area

There is an outstanding window of opportunity to place the Nordic and Baltic Sea countries at the forefront of knowledge infrastructure for science and innovation. By fully mobilizing research, education, training, and innovation through the next generation information and communication technology (ICT), all countries involved are well-prepared to fulfill their economic, social, and environmental ambitions. The long-term benefits from leading the accelerating globalization of research and to lead the exploitation of disruptive technologies can hardly be overestimated. The knowledge infrastructure is the foundation for the effective realization of the free movement of knowledge - proposed by the European Union as the Fifth Freedom complementing the free movement of goods, capital, services, and persons. Fundamental to the Fifth Freedom are effective knowledge-sharing, well-coordinated research programs, mobility of competent researchers, and world-class research infrastructures.

This study is mapping the most significant challenges and obstacles for a reinforced Nordic cooperation on data resources. Focus is put on existing national databases and registers established mainly for administrative purposes but also the question of newly-generated scientific data is handled. The challenges are analysed from political, legal, ethical, organisational, technical and financial perspectives. The broad scope targets primarily policy makers involved in eScience development on national and/or Nordic level. Involved parties in the study are Nordic Council of Ministers, NordForsk, Finnish Ministry of Education and Culture and CSC - IT Center for Science. Special focus has been put on the challenges for register-based research, since all the Nordic countries have a vast amount of population-based registers which are considered not to be used to their full potential in various research fields. One of the challenges is to find way to combine these registers with other research data and the Nordic countries have to find their own way of unique collaboration methods, since there are no equivalent pre-conditions for this kind of research in the rest of Europe. The study also gives a national overview of the current progress in the five Nordic countries, to raise awareness of important national initiatives which can contribute to a stronger collaboration on the Nordic level.

This is the first book on a new policy approach that has been widely adopted in Europe and beyond. It analyses the concept of smart specialisation and discuss the need for smart specialisation strategies, explains why the approach is new and different from more standard policy processes and explores what are the conditions for successful implementation. Smart Specialisation: Opportunities and Challenges for Regional Innovation Policy describes the origin of the concept, explains when a smart specialisation policy is necessary, provides a detailed analysis of the design principles of the policy and discuss the pertinence of this approach according to regional development levels. Finally the book discuss the practical implementation phase of the process – based on the first feedback acquired from certain regions engaged in the preparation of their smart specialisation strategy. The book is original in that it provides the first full analysis of smart specialisation strategies both at theoretical and practical levels. It has been written at the critical period of the implementation of smart specialisation strategies in every region in Europe. The fact that the EU has adopted smart specialisation as a mandatory principle for every region and member states will make this book well received by and very useful for: i) policy makers in regional and national administrations in Europe, ii) policy makers in other parts of the world who are in charge of regional policy and have heard about the concept, iii) consultants, analysts and experts who are active on the "markets for smart specialisation diagnosis and expertise", iv) scholars, researchers and graduate students working in the field of regional studies, technology policy and geography of innovation.

In the summer of 1803, Thomas Jefferson sent Meriwether Lewis and William Clark on a journey to establish an American presence in a land of unqualified natural resources and riches. Is it fitting that, on the 200th anniversary of that expedition, the United States, together with international partners, should embark on another journey of exploration in a vastly more extensive region of remarkable potential for discovery. Although the oceans cover more than 70 percent of our planet's surface, much of the ocean has been investigated in only a cursory sense, and many areas have not been investigated at all. Exploration of the Seas assesses the feasibility and potential value of implementing a major, coordinated, international program of ocean exploration and discovery. The study committee surveys national and international ocean programs and strategies for cooperation between governments, institutions, and ocean scientists and explorers, identifying strengths, weaknesses, and gaps in these activities. Based primarily on existing documents, the committee summarizes priority areas for ocean research and exploration and examines existing plans for advancing ocean exploration and knowledge.

The Baltic Security Strategy Report provides an indepth security review of the Baltic countries of Estonia, Latvia and Lithuania. As highlighted in this important work, the Baltic States' various national and collective strategies to address recurring regional threats since achieving statehood over a hundred years ago present notable case studies useful to contemporary policymakers and defense planners. Scholars Olevs Nikers and Otto Tabuns based this report on a series of discussions and workshops involving key European and American experts and stakeholders engaged in Baltic regional security matters. The participating experts assessed current challenges pertaining to defense and deterrence, societal security, economic security and cyber security. In addition to exploring the security considerations of each of the three Baltic States, the workshop discussions and resulting papers collected in this report specifically examine avenues of subregional cooperation that may prove more potent than individual national effort in certain fields. Consequently, the authors provide a detailed list of recommendations on how to proceed with a more coherent, goaloriented, and efficient regional cooperation strategy that serves to buttress the security of each of the Baltic States and the Transatlantic community more broadly. The report is a rich guide to issues and opportunities of Baltic intraregional security, and a valuable resource for policymakers, advisors, scholars and defensesector professionals on both sides of the Atlantic.

Throughout the world there is evidence of mounting interest in marine resources and new maritime industries to create jobs, economic growth and to help in the provision of energy and food security. Expanding populations, insecurity of traditional sources of supply and the effects of climate change add urgency to a perceived need to address and overcome the serious challenges of working in the maritime environment. Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests.
