Le Rapport présente les informations disponibles sur les représentations et les attitudes du public au sujet de la migration. Il analyse la manière dont celles-ci sont façonnées, et comment elles peuvent influer sur, ou être influencées par, l’action des pouvoirs publics et les médias. Il étudie en outre le rôle que jouent ces derniers lorsqu’ils relaient l’opinion, rendent compte des tendances migratoires et orientent le discours sur la migration, et livre des exemples de bonnes pratiques suivies par les pouvoirs publics, la société civile et les médias pour communiquer une image positive et nuancée des migrants. Enfin, il propose divers moyens pour mieux communiquer sur la migration, de façon à faciliter la compréhension et la reconnaissance des avantages de celle-ci, à encourager la formulation de politiques davantage fondées sur des données probantes, et à s’assurer une meilleure participation des migrants eux mêmes.

Since 2000, IOM has been producing world migration reports. The World Migration Report 2020, the tenth in the world migration report series, has been produced to contribute to increased understanding of migration throughout the world. This new edition presents key data and information on migration as well as thematic chapters on highly topical migration issues, and is structured to focus on two key contributions for readers: Part I: key information on migration and migrants (including migration-related statistics); and Part II: balanced, evidence-based analysis of complex and emerging migration issues.

Plurilingual communication is common practice in most urban areas. Societal domains such as business and science nowadays see themselves as international, and plurilingual communication is the rule rather than the exception. But how do other players in critical domains of modern societies, and more specifically, in education react to this situation? This volume of the Hamburg Studies in Linguistic Diversity (HSLD) series explores this question along three major lines. One group of contributions sheds light on educational policies in Europe and beyond. A second group of contributions elucidates what interaction and communication practices develop in multilingual contexts. The focus is on school settings. Thirdly, we present articles that discuss the effects of plurilingual settings and plurilingual practices on language development. As a whole this volume shows how linguistic diversity shapes a central domain of our societies, namely education, and how it also impacts upon the development of the individuals interacting in this domain.

This book investigates how the externalisation of EU migration policies is implemented in Tunisia after the fall of the Ben Ali regime in 2011 through the involvement of civil society organisations. The ‘democratic transition’ initiated by the Tunisian Revolution led to the emergence of a ‘vibrant civil society’ as a new actor in the implementation of migration policies. In a country where migration issues are highly politicised and have strongly entered the public space, civil society is now included in the EU-Tunisia negotiation process and is assigned the role of an intermediary for the implementation of controversial European policies related to sedentarisation of the Tunisian population and to the construction of Tunisia as a ‘country of destination’. The volume concludes by suggesting an alternative way of thinking about migrant struggles challenging the European border regime as ‘uncivil society’ struggles.

This Handbook provides a state-of-the-art analysis of the critically important links between migration and security in a globalising world, and presents original contributions suggesting innovative and emerging frontiers in the study of the securitization of migration. When the European Union signed an agreement with Turkey in 2016 to end irregular migration from Syria using extraterritorial measures, the media framed it as a radical new low in migrant protection. Similarly, when then presidential candidate Donald Trump called on Mexico to "pay for the wall," critics argued it was an outlandish departure from established norms. Extraterritorial migration control arrangements of this type have become more visible in recent years, but they are not new. Katherine Tennis traces the emergence of these agreements in the Americas, Europe, and Southeast Asia. Grounded in case studies of negotiations between the United States and Haiti and Mexico, Italy's negotiations with Tunisia and Libya, and Spain's negotiations with Senegal, Outsourcing Control argues that while some countries - sharing an interest in ensuring orderly migration or recognizing the opportunity for kickbacks - have been happy to cooperate, others have objected, claiming wealthy destination states are exploiting them to do their dirty work. Tennis shows that these different responses depend on how the government in the partner country secures its power. Autocracies and strong democracies tend to cooperate, though for different reasons and in different ways. The most unpredictable partners are fragile democracies, who are prone to nationalism and populist backlash.
