Cette tude a pour objectif d'analyser les difficult s et perspectives du processus d' mergence de l'Europe de la d fense. Elle s'efforce de donner une image globale de l'effort europ en en mati re de d fense et de d montrer l'impact de la d fense sur l'Union elle-m me et sur l'environnement strat gique. L' tude est divis e en deux parties. La premi re a pour objectif d'analyser les bases institutionnelles de l'Europe de la d fense et l'importance grandissante de la d fense pour la construction europ enne et pour la structure institutionnelle de l'UE. La deuxi me partie porte sur une r alisation progressive de l'Europe de la d fense. La participation de l'UE dans la gestion des crises, sa capacit strat gique et op rationnelle en mati re de d fense et la comp titivit de l'industrie de d fense europ enne d montrent que l'UE appara t comme un acteur complet sur la sc ne internationale et que le domaine de la d fense apporte une "valeur ajout e" la puissance de l'UE. L'Europe de la d fense concr tise l'id e de l'UE comme un mod le sp cifique qui combine la dimension de d fense avec d'autres instruments de l'action ext rieure de l'UE.

Le nouveau concept de l'OTAN a défini le 20 novembre 2010 une stratégie pour la décennie à venir en ouvrant des perspectives nouvelles. Les alliés sont néanmoins divisés sur les visions du futur du nucléaire et de la dissuasion comme celui du désarmement, sur la coopération avec la Russie et sur la variable des budgets. Quelle place future, dans un tel contexte, pour une défense européenne autonome et en présence d'une telle Alliance, reconduite et renouvelée, néanmoins soudée dans sa lente mutation?

Dr. Larivé questions whether there is such a thing as a European defense and security policy. This book analyzes the integration process by clearly illustrating to the reader the two sides of the argument in order to understand the complexity of the problems in the different stages of the creation and implementation of the European defense policy. In doing so, this study asks the question of why has the process been so halting and of such limited scope? Structured in three parts: Theories, analyzing the theoretical debates raised by the positivist paradigms of neorealism, liberalism and constructivism on European security; History, reflecting on the impacts of the Cold War, American foreign policy, the 2008 economic crisis, and the evolution of European strategy; and, Actors, by looking at the role of European institutions, Member States, and the CSDP on the transformation of the European defense policy since 1998. Each chapter is composed of sub questions allowing the reader to grasp the different forces explaining the deepening or lack of the deepening process of the CSDP. Ultimately, this book offers a unique base for fostering discussion, understanding and critical thinking on the CSDP.

Analyzing changes in the role and place of NATO, European integration, and Franco-American relations in foreign policy discourse under Presidents Jacques Chirac and Nicolas Sarkozy, this book provides an original perspective on French foreign policy and its identity construction. The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. Offering a new and innovative explanation for a major change in French foreign policy and grand strategy, this book will be of great interest to scholars of NATO, European defense cooperation, and foreign policy.
