Language National Unity The Democratization Process

The central focus of each chapter is language policy and how it accomplishes-or fails to accomplish-the task of maintaining national unity in the face of linguistic diversity. Included among the nations considered are examples of postcolonial cultures, as well as nations that have sheltered linguistic minorities within their borders throughout their history, countries fragmented into tribal groups, and those divided by a plethora of local dialects.

How do governments in Africa make decisions about language? What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.

This new study powerfully asserts the pivotal importance of the interplay between language and ethnicity, which is often underestimated as a component for political stability. These leading scholars present five key case studies of South Africa, Algeria, Canada, Latvia and Senegal. All five countries are multilingual nations where language has been a central political issue that has challenged their unity and stability. These studies are underpinned by two general, comparative and theoretical discussions, which analyse how scholars consider social class and economic factors to be the primary sources for political cohesion or of malcontent with the system and the new avenues opened by a focus on issues of langauge. The papers in this volume were selected from the Silver Jubilee edition of the Annual Conference of the Linguistic Association of Nigerian (LAN) which was held at the Nigerian Educational Research and Development Council (NERDC), Abuja, Nigeria. The Silver Jubilee edition is dedicated to the father of Nigerian Linguistics, Professor Emeritus Ayo Bamgbose. Professor Emeritus Bamgbose was the first indigenous Professor of Linguistics in Nigeria, and the first black African to teach linguistics in any known university south of the Sahara. He was there from the very beginning, and together with co-operation of people such as the late Professor Kay Williamson, he nurtured Nigerian linguistics. He is not just a foremost Nigerian linguist, but also a most famous, respected, celebrated, distinguished, and cherished African linguist of all times. To be candid, Nigerian linguistics is synonymous with Professor Emeritus Bamgbose. In 58 well-written chapters by experts in their fields, the book covers aspects of Nigerian languages, linguistics, literatures and culture. The papers have not been categorized into sections; rather they flow, hence there is some overlapping in the arrangement. The book is an essential resource for all who are interested to learn about current trends in the study of languages, linguistics and related subject-matters in Nigeria.

This two-volume set charts a cross-disciplinary discursive terrain that proffers rich insights about deceit in contemporary postcolonial Sub-Saharan African politics. In an attempt to produce a nuanced and multifaceted academic dialoguing platform, the two volumes have a particular focus on the aspects of treachery, fear of difference (oppositional politics), and discourses/semiotics of mis/self-representation. The major aim of the proposed volumes is to contribute toward the often problematised conversations about the unfolding (post)colonial Sub-Saharan world which is topical in decolonial and Pan-African studies.The volumes seek to place political thinking and postcolonial political systems under the scholarly gaze with the view to highlight and enhance the participation of African cross-disciplinary scholarship in the postcolonial political processes of the continent. Most significantly, it is through such probing of the limitations of our own disciplinary perspectives which can help us appreciate the complexity of the postcolonial Sub-Saharan African politics.
