Le rapport examine les tendances récentes de ces phénomènes et évalue les possibilités d’accroitre les courants d’échanges, de migration et d’investissement de manière à renforcer le développement économique. Le rapport constate que l’intégration régionale, a condition d’être conçue et appliquée dans le cadre d’une stratégie de développement plus vaste visant a promouvoir la diversification économique, les mutations structurelles et le développement technologique peut renforcer les capacités productives des pays africains, permettre des économies d’échelle, améliorer la compétitivité et servir a ces pays de tremplin, pour participer de manière effective a l’économie mondiale

Ce rapport est fondé sur l'un des principaux objectifs du Millénaire pour le développement (OMD) adoptés en 2000 au sommet du Millénaire, qui était de réduire de moitié le niveau de la pauvreté absolue dans les Etats Membres d'ici 2015. Si certaines régions en développement ont bien progressé vers cet objectif, l'Afrique subsaharienne se détache comme une région qui a peu de chance d'y parvenir d'ici à 2015 si les tendances se maintiennent. Ce rapport met en lumière la nécessité pour les pays africains de disposer d'une plus grande marge d'action pour concevoir et mettre en oeuvre des politiques tirant le meilleur parti des ressources disponibles, de manière à arriver à un cercle vertueux d'accumulation, d'investissement, de croissance et de réduction de la pauvreté fondé sur le modèle de l'Etat développementiste.

Le rapport annuel analyse les principaux aspects du développement de l'Afrique et les questions de politique d'intérêt pour les pays africains. Il formule des recommandations politiques pour l'action des pays africains eux-mêmes et de la communauté internationale pour surmonter les défis de développement auxquels le continent est confronté.

Could regional integration be a first step toward joining the global market? In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community.
