Legitimacy In Crisis

Critical Theory originated in the perception by a group of German Marxists after the First World War that the Marxist analysis of capitalism had become deficient both empirically and with regard to its consequences for emancipation, and much of their work has attempted to deepen and extend it in new circumstances. Yet much of this revision has been in the form of piecemeal modification. In his latest work, Habermas has returned to the study of capitalism, incorporating the distinctive modifications of the Frankfurt School into the foundations of the critique of capitalism. Drawing on both systems theory and phenomenological sociology as well as Marxism, the author distinguishes four levels of capitalist crisis - economic, rationality, legitimation, and motivational crises. In his analysis, all the Frankfurt focus on cultural, personality, and authority structures finds its place, but in a systematic framework. At the same time, in his sketch of communicative ethics as the highest stage in the internal logic of the evolution of ethical systems, the author hints at the source of a new political practice that incorporates the imperatives of evolutionary rationality.

Examining the interplay between the domestic, regional and global aspects of the crisis of legitimacy of global governance, this book theoretically questions and empirically analyses the "crises of legitimacy" in global governance with respect to various mechanisms, actors, and issues. This volume examines the interrelationship between democratic legitimacy at the European level and the ongoing Eurozone crisis that began in 2010. Europe's crisis of legitimacy stems from 'governing by rules and ruling by numbers' in the sovereign debt crisis, which played havoc with the eurozone economy while fueling political discontent. Using the lens of democratic theory, the book assesses the legitimacy of EU governing activities first in terms of their procedural quality ('throughput),' by charting EU actors' different pathways to legitimacy, and then evaluates their policy effectiveness ('output') and political responsiveness ('input'). In addition to an engaging and distinctive analysis of Eurozone crisis governance and its impact on democratic legitimacy, the book offers a number of theoretical insights into the broader question of the functioning of the EU and supranational governance more generally. It concludes with proposals for how to remedy the EU's problems of legitimacy, reinvigorate its national democracies, and rethink its future.

This book proposes a theory of the legitimation crisis of neoliberalism. Through analyses of the legitimation crisis of regulated capitalism and the characteristics and theories of neoliberalism, the author contends that neoliberalism is affected by crises of system and social integration. The crisis of system integration refers to the inability of market mechanisms to address problems of capital accumulation and social stability. The crisis of social integration refers to the unmet promises of economic growth and social well-being. While attempts to address these crises are carried out through state intervention, crisis resolutions are inadequate due to the limits of the free market system and current state forms. Alessandro Bonanno contends that, as ideological and material forms of legitimation are inadequate, and processes of capital accumulation are sluggish and resistance weak, change is necessary. He outlines how this change will be controlled by corporate actors, minimally address the demands of subordinate groups, and marginally alter existing conditions.

This book addresses some of the most pressing questions of our time: Is democracy threatened by globalisation? Is there a legitimacy crisis in contemporary democracies? Is the welfare state in individual countries under pressure from global trends? What are the implications of high-level migration and rising populism for democracy? Does authoritarianism pose a challenge? The volume builds on a cross-cultural study of democracy conducted by the Transformation Research Unit (TRU) at Stellenbosch University in South Africa for nearly twenty years. One of the most striking developments in American history has been the steady growth in the administrative process, to the point that the regulatory agencies of the federal government now affect the lives of more citizens more pervasively than the courts and possibly the Congress. In virtually every relevant respect, the administrative process has become a fourth branch of government, comparable in the scope of its authority and the impact of its decision making to the three more familiar constitutional branches. This book identifies and examines the causes of the enduring sense of crisis associated with the administrative process. This book argues a theory of legitimacy for the administrative process must be created. The author seeks to develop such a theory from the quality of administrative justice, taking as a premise the conviction that the capacity of government to devise fair procedures for the discharge of its decision-making responsibilities is the essence of democratic practice.

Theories about the decline of legitimacy or a legitimacy crisis are as old as democracy itself. Yet, representative democracy still exists, and the empirical evidence for a secular decline of political support in established democracies is limited, questionable, or absent. This lack of conclusive evidence calls into question existing explanatory theories of legitimacy decline. How valid are theories of modernization, globalization, media malaise, social capital, and party decline, if the predicted outcome (i.e. secular decline of political support) does not occur? And which (new) explanations can account for the empirical variation in political support in established democracies? This book systematically evaluates the empirical evidence for legitimacy decline in established democracies, the explanatory power of theories of legitimacy decline, and promises new routes in investigating and assessing political legitimacy. In doing so, the book provides a broad and thorough reflection on the state of the art of legitimacy research, and outlines a new research agenda on legitimacy.
