La reconstruction de l'Afrique centrale dévastée plaide pour un changement de regard tant sur ce qui fait la richesse d'une région que sur ce qui devrait dorénavant faire valeur pour l'Afrique centrale. Cet ouvrage lance l'idée des Etats-Unis du Bassin du Congo comme un projet de "co-développement" pour cette partie médiane de l'Afrique façonnée par la nature pour être une éco-région confédérale.

It covers a period of almost 350 years of multilateral diplomacy, from the Peace of Westphalia of 1648 to the end of 1995. It lists chronologically all multilateral treaties concluded during that period, provides information on the location of their printed text in various collections (with parallel citations), adds data on duration, depository arrangements, & status, & provides extensive notes on their amendment, modification, extension, termination, & other details (with related references). It ends with appendices & a detailed index.

Mostly correspondence, notes, and memoirs passed between F.T. Frelinghuysen (Dept. of State) and J.A. Kasson (U.S. Legation in Berlin, Germany).
