Lifelong Learning Participation In A Changing Policy Context

Drawing on the role of individuals, education and training providers and countries' social policy actions, and borrowing insights from psychology, sociology and economics, this book works towards an interdisciplinary theory of adult lifelong learning participation. It explores the fragmented evidence of why adults do or do not participate in adult lifelong learning activities and focuses on the relevance of policy, the social character and expected benefits of lifelong learning participation and discusses the potential implications for policy, practice and research.

This text focuses on the political context of lifelong learning. It addresses the background, European and policy elements of lifelong learning, as well as providing a detailed consideration of the linkage of educational and political issues in this subject.

In many countries, schools, universities and other traditional learning institutions are not providing for the educational needs of all members of the community. Many communities, particularly in regional, rural and disadvantaged areas, can offer only limited educational options. This book addresses the challenge of identifying effective ways of accommodating the learning needs of all people and in so doing achieving the goals of lifelong learning for all.

Power has been a defining and constitutive theme of adult education scholarship for over a century and is a central concern of many of the most famous and influential thinkers in the field. Adult education has been particularly interested in how an analysis of power can be used to support transformative learning and democratic participation. In a fragile and interdependent world these questions are more important than ever. The aim of this collection is to offer an analysis of power and possibility in adult education which acknowledges, analyzes and responds to the complexity and diversity that characterizes contemporary education and society. Power and Possibility: Adult Education in a Diverse and Complex World explores the topic of power and possibility theoretically, historically and practically through a range of perspectives and in relation to varied areas of interest within contemporary adult education. It is concerned with addressing how power works in and through adult education today by exploring what has changed in recent years and what is shaping and driving policy. Alongside this the book explores ways of theorizing learning, power and transformation that builds and extends adult education philosophy. In particular it takes up the themes of diversity and solidarity and explores barriers and possibilities for change in relation to these themes.

Issues of access, social exclusion and widening participation dominate educational policy agendas and are a shared global challenge. Participation in higher education and adult lifelong learning activities can be a life-changing experience that opens up new opportunities. However, access remains unequal. People from lower socio-economic backgrounds, those living in the most deprived areas and people from minority ethnic groups are underrepresented. In this book, we focus on how we can move the field of widening participation forward, paying specific attention to the theories and methods we can use to better understand and tackle the problem of underrepresented groups in post-compulsory education, and how individuals and institutions can be supported. We argue that in order to make sense of these issues, it is important to engage in both the findings of widening participation research and the theoretical foundations which underpin them. This way, alternative perspectives on the widening participation agenda and emerging research and policy can be explored from alternative perspectives. This book was originally published as a special issue of Studies in Continuing Education.

Recent changes in the world effected by the transformations of information technology, globalisation, and the move towards a knowledge economy over the last thirty years have been as radical and fundamental as the changes resulting from the invention of the wheel and the printing press. We are now living in a new age in which the demands are so complex, so multifarious and so rapidly changing that the only way in which we shall be able to survive them is by committing to a process of individual, communal, and global learning throughout the lifespan of all of us. It is now a declared policy of many governments and international agencies that the only vehicle for such preparation is `education, education, education', and that preparing for the knowledge economy and the learning society of the future has to be a lifelong undertaking, an investment in the future that is not restricted merely to the domain of economic advancement but also to those of social inclusion and personal growth. Realising this, policy-makers across the international arena are grappling with the need to move from systems that emphasise education and training to the radically more unworked construct of lifelong learning. In this volume the editors and authors analyse, criticise, and rework the ideas, principles, and theories underpinning policies and programs of lifelong learning, re-interpreting them in the light of examples of `best practice' found in a range of educating institutions around the world.
