The findings presented in this volume represent a concerted effort to develop a more inclusive form of reindeer management for northernmost Europe. Our guiding principle has been to foster a new paradigm of participatory research. We wish to move beyond the historical reliance on western approaches to basic and applied science. These have been concerned prim- ily with interactions between herded animals and the various components of their biophysical environment, e. g. , plants, insects, predators, climate, and others. In our view,sociocultural and economic drivers,along with herders’ experience-based knowledge,gain equal currency in the effort to understand how management may mitigate against the negative aspects of the challenges modern herding faces, while also exploring concepts of sustainability from different perspectives (see also Jernsletten and Klokov 2002; Kankaanpää et al. 2002; Ulvevadet and Klokov 2004). This broadening of the pool of disciplines and local,national,and int- national stakeholders in policy-relevant research invariably complicates v- tually all aspects of the research process. Multidisciplinary or, in our sense, transdisciplinary approaches also require extraordinary effort from all p- ticipants if they are to succeed. As such, those approaches should not be undertaken lightly, nor without personnel who possess appropriate expe- ence in cooperating with those of different disciplines and, preferably, also with relevant practitioners and public social and administrative institutions. In such settings the potential for misunderstandings is quite high.

In this open access book, experts on integration processes, integration policies, transnationalism, and the migration and development framework provide an academic assessment of the 2011 European Agenda for the Integration of Third-Country Nationals, which calls for integration policies in the EU to involve not only immigrants and their society of settlement, but also actors in their country of origin. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. It will also be of interest to graduate and master-level students of political science, sociology, social anthropology, international relations, criminology, geography, and history.

This book focuses on the linking of the European Union Emissions Trading System (EU ETS) with other independent regional ETS. While rich practical and academic research has evolved on the economic and technical side of ETS linking, political drivers and barriers have so far been underrepresented in this debate. Filling this lacuna and based on international relations theory, existing research and qualitative fieldwork, this book introduces the range of political conditions that influence linking, such as political leadership and stakeholder activity. Specifically, it analyzes which of these aspects have played a role in three different linking activities of the EU: (1) a failed linking attempt: EU ETS–California Cap-and-Trade Program; (2) a successful linking treaty: EU ETS–Switzerland Emissions Trading System; and (3) an agreed-upon but not realized link: EU ETS–Australia Carbon Pricing Mechanism. Through an interrogation of these examples, Dr. Unger concludes that it is not only the technical challenges or the overall economic benefit but rather domestic interests, structural aspects, and external international political developments that have jointly dominated linking activities, especially those in which the EU takes part. This book will be of great interest to scholars and policy-makers working in climate policy and EU environmental politics.

European governance ranks high on the present research agenda on Europe and has attracted considerable attention in public debate in the course of the past decade. The individual chapters give evidence of the functioning and the deficiencies of the penetrated system of governance that has emerged within the European Union. The spreading of competence across different levels and multiple arenas has created a dense and complex network of trans-national negotiations, shifting attention and resources from the national to the European space. European governance puts national governments under considerable pressure to live up to the competing demands of efficient performance and democratic accountability. Though member-states all face the same challenge, they have responded with different kinds of strategies. EU involvement has contributed to the restructuring of the relationship between the legislative and the executive and touches upon the equilibrium between the political and the economic sphere. It influences the interactions between political actors on the one hand and societal actors and the public on the other. The contributions highlight the diverse mechanisms which link EU and national governance and demonstrate the constraints but also the readiness and capacity of political bodies to adapt to demands from their environment.
