Local Environmental Change And Society In Africa

The Organization for Social Science Research in Eastern and Southern Africa (OSSREA) is a network of social scientists in the sub-region established in 1980. Its main objectives are to encourage and promote interest; to engage in collaborative research; to facilitate scholarly exchange of ideas and publication between individuals and institutions engaged in the study and research in the social sciences. OSSREA also aims to promote the training of social scientists from the sub-region in the study of and research in the social sciences and to encourage establishment of institutions dedicated to this goal. In pursuance of and consistent with its objectives, OSSREA established a fund to provide research grants and training fellowships to social scientists from the sub-region. Every year OSSREA offers, on a competitive basis, two limited types of research grants: the first on topics related to the social sciences in general and the second on gender issues in particular. The grants assist the social scientists to conduct field research in an eastern or southern African country, society, institutions, sector, or problem area. The objectives of the social science competition are intended to encourage and promote upcoming scholars from the sub-region to conduct research in the social, economic, political or other problems. Moreover, it aims to strengthen and raise the capacity of faculty members and students in field research, and promote the subsequent availability of research fmdings for teaching as well as to inform individuals and institutions.

The volume Environmental Change and African Societies contributes to current debates on global climate change from the perspectives of the social sciences and the humanities. It charts past and present environmental change in different African settings and also discusses policies and scenarios for the future. The first section, “Ideas”, enquires into local perceptions of the environment, followed by contributions on historical cases of environmental change and state regulation. The section “Present” addresses decision-making and agenda-setting processes related to current representations and/or predicted effects of climate change. The section “Prospects” is concerned with contemporary African megatrends. The authors move across different scales of investigation, from locally-grounded ethnographic analyses to discussions on continental trends and international policy. Social and natural scientists are currently obsessed with globalization, but this has not been matched by an equal interest in the societal consequences of local environmental change. Attention has thus been withdrawn from community and locality and transferred to global processes, with an indifference to the reality of those at the receiving end of the social, economic and political problems that globalization create. Local reality is obscured and conditions are imposed that are often insensitive to or even distort local needs, resource management, and production systems. The case studies presented here illustrate how environmental degradation has contributed to the distortion of local institutions and economies, thus denying local communities the right to live in a productive and healthy environment. The contributors highlight the seriousness of the difficulties involved in conflating national policies and local reality, and imposing global policy instruments on local communities. Understandably, the case studies demonstrate that local communities resist putting their faith in environmental policies and plans imposed on them by global or national institutions that often deprive them of access to and control over their local environment.

There is sufficient evidence to support the fact that climate change is occurring and that this is set to accelerate. While some scholars argue that climate change is largely due to natural changes, others postulate that anthropogenic factors are the major cause. Climate change associated with increasing levels of carbon dioxide is likely to affect developed and developing countries differentially, with major vulnerabilities occurring in low-latitude regions. This book presents research findings and case studies with the endeavour to inform policies geared towards addressing problems emanating from these changes. Climate variability raises concerns over the future of agriculture, conditions of land and water availability. Therefore, climate change amplifies many economic and social risks, as well as deterioration of the environment. At the same time, non-climatic risk factors such as economic instability, trade liberalization, conflicts and poor governance all inflict upon vulnerable communities. Key discussions in this title rest on: Climate Change in Africa: its impact on rural communities, vulnerability and adaptation to climate change, financial requirements of reducing green house gases, technological transfer and natural resources; Case Studies of Vulnerability to Climate Change and Variability in Eastern and Southern Africa: experiences of impacts and adaptation to extreme events, concrete experiences from farmers and crop production adaptation; and Challenges and Opportunities to Climate Change Adaptation: factors that influence choice of response strategies, challenges and opportunities for ecosystem-based approaches; and challenges and opportunities from the use of bio-fuels as a mitigation measure to climate change.

Africa is one continent severely affected by the ravaging effects of global environment change yet it is least responsible for this. The continent's rural and urban poor are particularly vulnerable to reduced agricultural production, worsening food security, increased incidence of both flooding and drought, spreading of disease and heightening risk of conflict over scarce land and water resources. As such this timely book consisting of chapters authored by scholars from multidisciplinary backgrounds provides the reader a variety of contexts from which to understand the impacts of global environmental change and how affected African communities are adapting an mitigating the scourge. In addition it discusses different models for mitigation and adaptation applicable to local contexts.

Moving beyond existing approaches that largely deal with the biophysical consequences of climate change realities in Africa, this book explores an alternative perspective that traces climate change as a travelling idea. It focuses on how globally constructed discourses on climate change find their way to the local level in the Bamenda Grassfields of Cameroon, thereby seeking to understand how these discursive practices lead to social transformations, and to new configurations of power. In the translation process from the 'global' to the 'local' level a continuous modification and appropriation of the idea of climate change takes place that finally leads to a concrete implementation of climate change related projects and sensitization campaigns. Hence, it is argued that in this increasingly interconnected and mediated world people in Africa (and elsewhere in the world) do not solely adapt to a changing climate, but also adapt to a changing discourse about the climate. Travelling between traditional rulers and their palaces, to the world of NGOs, journalists and ordinary farmers this study brings the reader on a captivating journey, that reveals how climate change engages in a variety of ways with different lifeworlds, revitalizes local cosmologies, gives birth to a new development paradigm, and moreover how it evokes apocalyptic anxieties and trajectories of blame at the grassroots level.

Local Climate Change and Society examines how climate change has altered society's relationship with the environment and the resulting structural changes in local communities to adapt to and mitigate climate change. The book analyses the principles, practices and local responses to micro-level climate policies and interrogates the increasing role of local climate social movements induced by transnational corporations' activities both above and below the equator.
