Local Governance In Developing Countries

This book provides a new institutional economics perspective on alternative models of local governance, offering a comprehensive view of local government organization and finance in the developing world. The experiences of ten developing/transition economies are reviewed to draw lessons of general interest in strengthening responsive, responsible, and accountable local governance. The book is written in simple user friendly language to facilitate a wider readership by policy makers and practitioners in addition to students and scholars of public finance, economics and politics.

Over the past three decades the developing world has seen increasing devolution of political and economic power to local governments. Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact. 'Development' is what most people see as progress in the places where they live and in the ways they live. It has to do with public services, the ways to complain when these are not delivered properly, and the spaces to change power structures. It is related to the economy, the opportunities to access a secure job, a sustainable livelihood and increased welfare while caring for the planet and others. It is also linked to the institutions that allow people to live life well, using resources ethically and doing business responsibly in relation to other communities and future generations. This edited collection examines the interconnections between local governance, economic development and institutions, by focusing on what initiatives work and under what conditions they do so. Based on a variety of theories and empirical data, it presents evidence from current experiences around the world, revealed by researchers across different continents and several generations.

Comparative and interdisciplinary perspectives on the current trend in the developing world of devolving political and economic power to local governments.

Integrating information and communication technologies (ICTs) into governance processes can greatly enhance the delivery of public services to all citizens. ICT integration will not only improve the performance of governance systems, it will also transform relationships amongst stakeholders, thereby influencing policymaking processes and regulatory frameworks. In the developing world, however, the potential of ICTs for effective governance remains largely unexplored and unexploited. This book presents the context, theory, and current thinking on the interaction between ICTs and local governance, particularly in Africa. It discusses the shift from OC governmentOCO to OC e-governance, OCO describes the role of local-level authorities, and presents the benefits and limitations of introducing ICTs in government operations. Case studies from Ghana, Senegal, South Africa, and Uganda describe local governance/ICTs projects executed by civil society organizations, academic institutions, and government authorities. Drawing from the findings in these case studies and from the introductory research and original conceptual framework, the book presents a series of conclusions and recommendation on the future of effective ICTs use for better governance and improved economic development at the local level. The primary purpose of this edited collection is to evaluate critically the relationship between local government and national economic development. It focuses on how the relationship between local government and development is structured, and the specific institutional arrangements at national and subnational levels that might facilitate local government's assumption of the role of development agent. In light of the contradictory outcomes of development and implied experimentation with new modalities, post-development discourse provides a useful explanatory framework for the book. Schoburgh, Martin and Gatchair's central argument is that the pursuit of national developmental goals is given a sustainable foundation when development planning and strategies take into account elements that have the potential to determine the rate of social transformation. Their emphasis on localism establishes a clear link between local government and local economic development in the context of developing countries.

This volume examines the persistence of poverty - both rural and urban - in developing countries, and the response of local governments to the problem, exploring the roles of governments, NGOs, and CSOs in national and sub-national agenda-setting, policy-making, and poverty-reduction strategies. It brings together a rich variety of in-depth country and international studies, based on a combination of original data-collection and extensive research experience in developing countries. Taking a bottom-up and multi-dimensional perspective of poverty and well-being as the starting point, the authors develop a convincing set of arguments for putting the priorities of poor people first on any development agenda, thus carving out an undisputable role for local governance in interplay with higher-up governance actors and institutions.

Successful reforms need coherent approaches in which a range of stakeholders are willing to share responsibilities and resources in order to achieve the ultimate outcome of poverty reduction in developing countries. This book provides a framework to access intended outcomes generated by decentralization measures implemented in Asian and African countries. It is based on comparative analyses of different experiences of decentralization measures in six developing countries.
