It was my duty as an officer of the Ministry of Health to superintend the preparation of certain memoranda, based upon the particulars thus obtained, which have been laid before the Commission. I have been authorised to employ the material furnished to the Commission and available in the Ministry of Health as the basis for the present work, which further includes a chapter on the local government of England and Wales, Scotland, the Irish Free State and Northern Ireland.
