Excerpt from Locke's Theory of Knowledge and Its Historical Relations This study of Locke's Theory of Knowledge was begun as an introduction to an edition of the Essay upon which I have been engaged for some years, but in view of the proportions to which it has grown it has seemed better that it should appear independently. Notwithstanding the labours of Campbell Fraser and the admirable little volume by Professor Alexander, the Essay still suffers from the twin assumptions, that it can be understood without being studied and that its full significance can be summed up in a small number of simple propositions. In truth, few philosophical classics lend themselves less readily to such summary treatment than do its carefully guarded statements, and its complex, unstable thought positions. In the exposition of Locke's doctrine, which occupies the first half of this book, I have, accordingly, sought to indicate the grounds of my interpretation by frequent references and quotations. The relation of Locke's thought to that of his predecessors and contemporaries has hitherto received but little consideration, and that little not from his countrymen. To throw some further light upon the influences which affected his work has, consequently, been one of my chief aims. On the other hand, I have omitted all reference to the movement which culminated in Hume, to have dealt with which with the necessary fullness would too greatly have extended the length of the present work. Excerpt from Locke's Theory of the State For us Hobbes is the recognized founder of the English school of politics and jurisprudence; while Filmer, as the late Prof. Croom Robertson incidentally observed in discussing Hobbes (and I see no reason to doubt the soundness of the remark), is saved by Locke from oblivion. In Locke's time Sir Robert Filmer was fashionable among royalists and Hobbes was not. Hobbes's uncompromising rejection of ecclesiastical claims made it, in fact, impossible for a party bound up with Anglican prelacy to have anything to do with him; and his justification of obedience to any de facto government in being was hardly less distasteful to maintainers of the divine right of kings. Express controversy with Hobbes was therefore quite useless for Locke's purpose. Nevertheless Locke must have seen that, apart from the party strife of the moment, Hobbes was the really formidable adversary. Moreover Filmer, with all his absurdities, had one fundamental point in common with Hobbes. Indeed he was the only publicist of the time, so far as I know, who mentioned Hobbes with approval, though a limited approval. 'With no small Content,' says Filmer, 'I read Mr. Hobs's Book De Cive, and his Leviathan, about the Rights of Sovereignty, which no man, that I know, hath so amply and judiciously handled: I consent with him about the Rights of exercising Government, but I cannot agree to his means of acquiring it.' Again: 'We do but flatter ourselves, if we hope ever to be governed without an Arbitrary Power. No: we mistake, the Question is not, Whether there shall be an Arbitrary Power; but the only point is, Who shall have that Arbitrary Power, whether one man or many? There never was, nor ever can be any People govern'd without a Power of making Laws, and every Power of making Laws must be Arbitrary: For to make a Law according to Law, is Contradictio in adjecto.' This, I need hardly say, is pure Hobbism. The impossibility of a limited government or 'mixarchy' is the very burden of Hobbes's Behemoth. Excerpt from Locke He was born at Wrington, a village in Somerset shire, on the 29th of August 1632. His father, John Locke, was Clerk to the Justices of the Peace, one of whom - Alexander Popham - took command of a volunteer regiment of horse raised in the parliamentary cause in 1642. The elder Locke took up arms under him as a captain. He suffered heavily in property by the Civil War. Of his mother the younger John Locke expressed himself in affectionate terms. His father educated him with great care, treating him with rigour as a child, but admitting him to friendship as he grew up, - a practice which Locke approves. A letter to his father is preserved which testifies to the tenderness Locke felt for him. Early years are impressionable, and Locke writes in 1661, 'i no sooner perceived myself in the world, but I found myself in a storm which has lasted almost hitherto.' By Popham's offices he was sent, pro bably in 1646, to Westminster School, then under the government of the famous Dr. Richard Busby, and was there put through an incessant drilling in Greek and Latin, which may have made Locke the good scholar he was, but may also explain the depreciation which he afterwards, in his Thoughts upon Education, expressed for such exercises. It unqualifiedly denies that that which is present in the experience is therefore in the mind, or that to be means to be perceived. Sensations, if we can speak of such analyzed elements, are external objects and not ideas. On the other hand, it holds that the finite knower is part of the universe and not a passive or detached spectator. It affirms with Bosanquet that truth is the whole, that the worlds of finite centers of experience are true in so far as they correspond with the coherent whole of which they are parts. It is obvious therefore why Locke's theory of knowl edge, embracing as it does the doctrine of ideas and of two worlds, may be regarded as a typical antithesis to this standpoint.
