Managing Fragility And Promoting Resilience To Advance Peace Security And Sustainable Development

"Fragility"--the combination of poor governance, limited institutional capability, low social cohesion, and weak legitimacy--leads to erosion of the social contract and diminished resilience. “Fragility”—the combination of poor governance, limited institutional capability, low social cohesion, and weak legitimacy—leads to erosion of the social contract and diminished resilience, with significant implications for peace, security, and sustainable development. This study reviews how the international community has responded to this challenge and offers new ideas on how that response can be improved. Based on that examination, the author seeks to convey the importance of addressing this phenomenon as a high priority for the international community. Chapters explore the nature of these obstacles to sustainable development, peace, and security; how the international community has defined, measured, and responded to the phenomenon of fragility; how the international response might be made more effective; and implications for the United States.

Despite the sustained scholarly attention that the United Nations and international NGOs have received in the twenty-first century, they still remain under-researched from a management studies perspective. This volume brings together rich analyses of these organizations’ functioning, arguing that they are best understood as intermediaries between international decision-making and funding bodies in the developed world and initiatives that take place on the ground, primarily in the Global South. Based on current management research, this follow-up to Rethinking International Organizations (Berghahn, 2002) provides a wealth of both empirical and theoretical insights, along with practical recommendations how these organizations can function more effectively.

The size and scope of the global forced migration crisis are unprecedented. Almost 66 million people worldwide have been forced from home by conflict. If recent trends continue, this figure could increase to between 180 and 320 million people by 2030. This global crisis already poses serious challenges to economic growth and risks to stability and national security, as well as an enormous human toll affecting tens of millions of people. These issues are on track to get worse; without significant course correction soon, the forced migration issues confronted today will seem simple decades from now. Yet, efforts to confront the crisis continue to be reactive in addressing these and other core issues. The United States should broaden the scope of its efforts beyond the tactical and reactive to see the world through a more strategic lens colored by the challenges posed—and opportunities created—by the forced migration crisis at home and abroad. CSIS convened a diverse task force in 2017 to study the global forced migration crisis. This report is a result of those findings.

States of Fragility 2020 sets a policy agenda for fragility at a critical turning point: the final countdown on Agenda 2030 is at hand, and the pandemic has reversed hard-fought gains. This report examines fragility as a story in two parts: the global state of fragility that existed before COVID-19, and the dramatic impact the pandemic is having on that landscape.
