State Building Post-conflict related efforts by the international community towards state (re)building and reconstruction of society and economy have become a more or less regular feature of international affairs since the early 1990s. It seems that the demand for such international efforts is rather rising than diminishing. All have in common that the establishment of sound state structures and liveable economies in a given state are considered by a sizeable and powerful group of states as something that is furthering international peace and stability. The purpose of this book is to address the strategic and policy dimensions of these international state building and reconstruction efforts. The chapters take up issues relating to the economic, security-related and institutional aspects. The authors strike a balance and attempt to formulate recommendations.

State-owned enterprises (SOEs) tend to be providers of essential public services, such as electric power companies, water utilities, ports, and transportation networks, but SOEs also engage in an array of commercial activities involving airlines, banks, basic commodity plantations, textile manufacturing, and vehicle assembly plants. Given this magnitude of SOE activity, during the immediate post-conflict period, especially that first 6 months when organizations such as Provincial Reconstruction Teams (PRTs) can be used for the initial screening, prioritization, and selection of SOE revitalization candidates, planners should not neglect the need for institution-building, which usually requires medium- and long-term expertise typically found in economic development agencies. The need is pertinent given that SOEs can be national in scope of operation and scale of resources, and the effective management of the SOEs and their operations can significantly affect national-level economic development. Therefore, agents engaged in stability operations should work with development planners to encourage mid- to long-term institutional capacity building that enhances the conflict-prone country's broader capacity for sustained growth. The intended end state of SOEs in stability operations should be functioning entities that can attract new investment, perhaps by privatization when and where appropriate. Although revitalizing SOEs can be complex and ambiguous, the task can be a useful, intermediate objective on the road to a post-conflict sustainable economy.

This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). Instances of UNPOL action have increased dramatically in number and have evolved from passive observation to participation in frontline law enforcement activities. Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations – and UNPOL in particular – are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M&E) that enables more effective impact assessment. By enhancing the relationship between field-level M&E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations. This book will be of much interest to students of peace operations, conflict management, policing, security studies and IR in general.

The text for the NEW SOLDIER deals with the causes, symptoms and solutions to global terrorism, particularly Jihadist Islamic-based terrorism. The book is an expanded version of the essay “A Fearful Symmetry: A New Global Balance of Power?” for which the author was awarded the 2007 Grand Prize by the St Cyr Foundation, which supports the St. Cyr military academy established by Napoleon Bonaparte – in effect, France's West Point. The work was unanimously awarded the First (Grand) Prize by a jury of four distinguished panelists, and later translated and published in French under the title, “Une Symétrie de la Peur : Vers un Nouvel Equilibre Mondial Des Puissances ? “ (Paul Wormser, trans.)(CLD Éditions, November 2008). The New Soldier is, in essence, a traditional soldier but one who is endowed with compassion, empathy and cultural understanding. This soldier is better able to navigate through the unknown terrain of ideological, emotional and psychological conflicts within the realm of global terrorism. The New Soldier is a strategic tool in combating global terrorism, and may be immediately deployed in multilateral forces. The practical uses of the New Soldier in the context of fragile states, particularly in terms of stabilizing and reconstructing war-torn or collapsed states by multilateral forces is analyzed in great depth in the book.
