This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development.

This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development.In particular it argues that the current governance of international migration is both insufficient and inefficient. Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. This book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyzes the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries.The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development

Written from a pan-European perspective, this book examines the decision-making processes in immigration and integration policies in Europe across decades, focusing on several key moments of Europe’s postwar history. The analysis of factors taken into consideration by states in key moments of immigration policy (re)formulation shows that Europe is moving away from rational, economic arguments towards more political ones. This book contributes to the theoretical and practical debate regarding immigration and integration policies by arguing that – contrary to assumptions – immigration policy should not be treated as having precedence before integration policy. It also reflects on the growing anti-immigration sentiments as well as the securitisation and criminalisation of migration issues that are fuelled by right-wing politics. Portfolio management is a well-known device in the financial sector, allowing for dynamic decision-making processes involving regular reviews of activity and ensuring a coherent distribution of resources among strategic options.

Migration is an expanding global reality, one that allows millions of people to seek new opportunities. But it also involves challenges for migrants and for societies, both in areas of origin and of destination. This report analyses migratory flows – internal and international – and how they are linked to processes of economic development, demographic change, and natural-resource pressure. The focus is on rural migration, the many forms it takes and the important role it plays in both developing and developed countries. The report investigates the drivers and impacts of rural migration and highlights how related policy priorities depend on country contexts that are in continuous evolution. These priorities will be different for countries in protracted crises, countries where rural youth employment is a challenge, countries in economic and demographic transition, and developed countries in need of migrant workers, not least to support agriculture and rural economies.

Lithuania is one of the fastest-ageing countries in Europe. Its working-age population is not only ageing, but also expected to decline significantly, giving rise to considerable economic, labour market, social and public governance challenges. The inclusion of older persons has improved in many areas in the past two decades. Yet, many Lithuanians aged 55 and over continue to lag in fully engaging in society relative to younger people and their peers in neighbouring countries.
