Mobility In A Globalised World

This book takes a critical look at the role of language in an increasingly diversified and globalised world, using the new framework of 'sociolinguistics of globalisation' to draw together research from human geography, sociolinguistics, and intercultural communication. It argues that globalisation has resulted in a destabilisation of social and linguistic norms, and presents a ‘language-in-motion’ approach which addresses the inequalities and new social divisions brought by the unprecedented levels of population mobility. This book looks at language on the individual, national and transnational level, and it will be of interest to readers with backgrounds in history, politics, human geography, sociolinguistics and minority languages.

World Migration 2008 focuses on the labour mobility of people in today's evolving global economy. It provides policy findings and practical options with a view to making labour migration more effective and equitable and to maximizing the benefits of labour migration for all stakeholders concerned. The report also analyses migration flows, stocks and trends and surveys current migration developments in the major regions of the world.

Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves-which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?

The task of formulating workable approaches to the management of international migration remains a formidable challenge for the community, one that will require both time and effort over the coming years. In what terms are we to develop comprehensive migration management strategies that will help us achieve coherence of action? What organizing principles should be adopted? Is there, in conceptual terms, a point of leverage to move the debate forward? Part of the problem lies in the difficulty of coming to a consensus about the fundamental nature of migration and its outcomes. Underlying the current and welcome inclination to acknowledge the potentially beneficial outcomes of migratory phenomena are many questions that are yet to be fully resolved. In the midst of that uncertainty there are suggestions worth exploring that contemporary migration – as opposed to whatever its historical antecedents may have been – is uniquely related to and defined by those processes of economic and social integration collectively known as globalization. The argument is that, whether by design or not, these developments are largely responsible for the creation of an unprecedented context in which human mobility seeks to find expression on a genuinely global scale. The World Migration Report 2008 tackles this issue directly and seeks to identify policy options that might contribute to the development of broad and coherent strategies to better match demand for migrant workers with supply in safe, humane and orderly ways. Part A of the Report explores the nature and magnitude of the need for such strategies through the observation and analysis of a wide range of contemporary migratory patterns linked to economic purposes while Part B discusses the contours of possible policy responses.

Alongside flows of trade and capital, the free movement of professionals, technical personnel, and students is seen as a key aspect of globalization. Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. The volume also sheds new light on international student migration, the politics of temporary, non-immigrant workers in the United States, new international forms of regulating movement, and the realities of the everyday lives of multinational employees in the world's transnational cities. Key differences between the regional contexts of this migration in Europe, North America, and the Asia-Pacific are also emphasized.
