Mongolia entered a new security environment with the end of the Cold War. The demise of the Soviet Union and withdrawal of Soviet troops from its territory have presented opportunities and challenges for Mongolia. On the positive side, Mongolia has broken free from its narrow geostrategic framework and is now charting its own future by pursuing a more balanced policy toward Russia and China and exploring the opportunities for closer ties with the outside world. On the negative side, the end of Moscow's security umbrella heightened Ulaanbaatar's vulnerability. Now Mongolia must address on its own the entire spectrum of threats to its security. This thesis examines the dilemmas and opportunities facing Mongolia in the post-Cold War, post-Soviet Union world. Analyzing its changing relations with Russia and China, this study focuses on Mongolia's search for a 'third option' - reliable security and economic partners. The best strategy for Ulaanbaatar, while pursuing a balanced and neutral policy toward its neighbors, to maintain independence and economic survival is establishing counterweights to Moscow and Beijing's influence. Cooperation with the international community, active participation in regional and international arrangements, and creating a security regime in Northeast Asia comprise the 'third option'. Mongolia sees maximum benefits through multilateralism.

This book assesses Mongolia’s position in the security calculus of Northeast Asia and presents the policy outlooks of major powers vis-a-vis the region, including the United States, Japan, China, Russia, and India. Ground-breaking and modernistic in its approach, the book treats the often marginalised and landlocked small power state of Mongolia as a critical regional actor, particularly with regards to managing ties with encircling major powers Russia and China and assist in engaging the nuclear state of North Korea through dialogue mechanisms. The Chinese government has frequently been criticized for propping up anti-democratic governments. This book investigates the rise of China as an emerging authoritarian power. By comparing China’s bilateral relations to three Asian developing countries – Burma, Cambodia and Mongolia – it examines how China targets specific groups of actors in autocracies versus non-autocracies. It illustrates how the Chinese non-interference policy translates into support for incumbent leaders in autocratic countries and how the Chinese government has thereby profited from exploiting secretive decision making in autocracies to realize its own external interests such as achieving access to natural resources. In a statistical analysis of the patterns of Chinese external cooperation and their impact on the survival of autocratic leaders, the book finds some evidence that China is more likely to target autocracies with economic cooperation. However, only some forms of bilateral interaction are found to increase the prospect of survival for autocratic leaders. This important contribution to the understanding of both external factors of authoritarian endurance and China’s foreign relations, a field of study still lacking systematic investigation, will be of great interest to students and researchers in Development Studies, Asian Studies, International Relations, and International Political Economy.

In China and Its Small Neighbors, Sung Chull Kim examines the political implications of the economic asymmetry between China and its small neighbors, part of wider changes in international relations brought about by the rise of China. While being critical of the current trend that focuses on the China-U.S. rivalry alone, Kim argues that a microanalysis of China's advances toward its neighbors is a guide to understanding the trajectory of China's expanding influence and transitions in world politics more broadly. Economic asymmetry—as seen in trade concentration, non-transparency, and reliance on bilateral aid—has made China's small neighbors vulnerable on the political front, thus generating potential threats to their sovereignty and independence. Because China has the upper hand in the bilateral relationships, these weak states practice dual-core hedging as a strategy for survival. They hedge on China for expected economic benefits and at the same time hedge against their powerful neighbor to mitigate the risks involved in that hedging-on. Each small state's mode of hedging depends on its degree of vulnerability and its availability of policy instruments such as multilateral institutions and bilateral partnerships with extra-regional powers.
