Multilateral Cooperation For Development In The Twenty First Century

This edited volume explains the importance of regional public goods (RPGs) for sustainable development and shows why they are particularly important in the context of 21st-century international relations. By presenting a new and original data set and by presenting original essays by renowned scholars, this book lays the foundation for what will become an increasingly important focus for both economic development and international relations as well as for their intersection. The volume contains four parts. The first introduces the core issues and concepts that are explored throughout the book as well as a new and original data set on RPGs. The second part further develops specific concepts important for understanding 21st-century RPGs: regional leadership, alliances, networks, and outcomes. The third examines how cooperation takes place worldwide for a range of important RPGs. Finally, the fourth part discusses how public goods are produced in specific regions, stressing that each region has a distinct context and that these contexts overlap in a decentered "multiplex" manner. Global economic cooperation will be different in the 21st century, and this volume will be of interest to students and scholars of global governance, economic development, international political economy, sustainable development, and comparative regionalism.

This chapter presents the content of the Richard Dimbleby lecture, which has been delivered by an influential business or a political figure every year since 1972. Christine Lagarde, Managing Director of the IMF, delivered the 2014 lecture at Guildhall in London on February 3. The 44 nations gathering at Bretton Woods have been determined to set a new course based on the principle that peace and prosperity flow from the font of cooperation. Fundamentally, the new multilateralism needs to instil a broader sense of social responsibility on the part of all players in the modern global economy. A renewed commitment to openness and to the mutual benefits of trade and foreign investment is requested. It also requires collective responsibility for managing an international monetary system that has travelled light-years since the old Bretton Woods system. The collective responsibility would translate into all monetary institutions cooperating closely mindful of the potential impact of their policies on others.

The twenty-first century global community is confronted with unprecedented challenges as well as unique opportunities. The degree to which it can establish and institutionalize norms and mechanisms designed to promote and sustain meaningful global cooperation will determine the future course of civilization. This volume brings together a broad range of scholars to highlight some of the areas of contemporary transnational cooperation and to examine the scope and levels at which cooperation can and does take place. The study examines the issue of weapons of mass destruction, explores the promises of biotechnology and space technology, and investigates the roles of global conventions and institutions as strategies for addressing the common threats facing the international system. In short, the volume raises important, timely issues regarding the challenges and opportunities confronting the global community which both policy makers and academicians will find informative and thought-provoking in their efforts to understand the nature and complexity of the twenty-first century global community.

This volume focuses on multilateralism in the 21st century and examines how, and how effectively, the EU delivers on its commitment to effective multilateralism. Presenting results generated by MERCURY, an EU research programme into multilateralism, this book addresses a central research question: does the EU deliver on its commitment to effective multilateralism? Globalisation has created powerful new incentives for states to cooperate and has generated renewed interest in multilateralism. While a large body of work exists on multilateralism as a concept, it continues to be ill-defined and poorly understood. This book sheds new light on 21st century multilateralism by exploring conceptual approaches as well as generating innovative, empirical knowledge on its practice. Research on EU external relations has increasingly focused on the concept of ‘effective multilateralism’. Yet, the application of this concept as a guiding principle of EU foreign policy in non-security policy areas has rarely been examined. This book explores whether the EU is pursuing effective multilateralism in specific policy areas, including trade, climate change and conflict resolution, and distinct geographical and institutional settings, both internal to the EU and in specified regions, international organisations (IOs) and bilateral partnerships. This book offers evidence-based, actionable policy lessons from Europe’s experience in promoting multilateralism. Two high-level commissions—the Sutherland report in 2004, and the Warwick Commission report in 2007—addressed the future of the World Trade Organization and made proposals for incremental reform. This book goes further; it explains why institutional reform of the WTO is needed at this critical juncture in world history and provides innovative, practical proposals for modernizing the WTO to enable it to respond to the challenges of the twenty-first century.
