Narcotics Drugs 2019

The 2019 World Drug Report will include an updated overview of recent trends on production, trafficking and consumption of key illicit drugs. The Report contains a global overview of the baseline data and estimates on drug demand and supply and provides the reference point for information on the drug situation worldwide.

Convention on Narcotic Drugs. This includes information on cultivation of opiate raw materials, on extraction of alkaloids from opium, poppy straw and concentrate of poppy straw; on the manufacture of consumption, utilization and stocks of opiates and opioids; and international global trade in narcotic drugs as well as in individual countries/territories. It also contains the estimated requirements of narcotic drugs for each country and territory.

This annual report prepared by The Board provides a comprehensive account of the global drug situation, analyses trends in drug abuse and drug trafficking and suggests necessary remedial action. Divided into four parts, it covers the following topics: drugs and corruption, functioning of the international drug control system, analysis of the world situation and finally, a set of recommendations to governments, the United Nations and other relevant international and regional organizations. This technical publication on Narcotic Drugs contains information about the licit movement of the internationally controlled narcotic drugs included in the Schedules of the 1961 Single Convention on Narcotic Drugs. The opioid crisis in the United States has come about because of excessive use of these drugs for both legal and illicit purposes and unprecedented levels of consequent opioid use disorder (OUD). More than 2 million people in the United States are estimated to have OUD, which is caused by prolonged use of prescription opioids, heroin, or other illicit opioids. OUD is a life-threatening condition associated with a 20-fold greater risk of early death due to overdose, infectious diseases, trauma, and suicide. Mortality related to OUD continues to escalate as this public health crisis gathers momentum across the country, with opioid overdoses killing more than 47,000 people in 2017 in the United States. Efforts to date have made no real headway in stemming this crisis, in large part because tools that already existâ€"like evidence-based medicationsâ€"are not being deployed to maximum impact. To support the dissemination of accurate patient-focused information about treatments for addiction, and to help provide scientific solutions to the current opioid crisis, this report studies the evidence base on medication assisted treatment (MAT) for OUD. It examines available evidence on the range of parameters and circumstances in which MAT can be effectively delivered and identifies additional research needed.

An index in English, French and Spanish of all substances under international control reported to have been actually manufactured during the year appears at the end of the publication, indicating the country or countries in which manufacture took place and the manufacturers involved.
