This book brings together several of the author’s empirical studies that demonstrate the strength and utility of sociologist Robert Merton’s classic middle-range theory for understanding aspects of both Soviet and post-Soviet Russian politics. Some of those studies demonstrate that testing middle-range social science theory could take place even in the Soviet era when there were significant limitations of access to empirical data, and meaningful field research in the USSR was all but impossible. In the introductory chapter, the author explains the need for and advantages of studying Russian and Soviet politics from the perspective of middle-range social science theory. Then follow three chapters analyzing methodological issues in Soviet/post-Soviet studies. The author presents his six empirical studies employing middle-range social science theories to explore in Russia/USSR dimensions of organizations, ideology and decisionmaking, technology transfer and cultural diffusion, political culture, public opinion and democratization, and congruence of authority patterns in state-society relations. The book concludes with a chapter arguing the advantages of thinking theoretically about Russian and Soviet politics with the establishment of a new epistemic community organized around studies employing middle-range theory. This book presents examples of solutions to long-standing debates between area studies and the academic disciplines and between idiographic and nomothetic approaches to knowledge in the social sciences. In contrast to the tradition of Carnivals and Cockfights in Russian/Soviet area studies since the mid-20th Century, the book offers a new way of approaching the study of Russian politics for the 21st Century.

Examining the reform process of the old age pension system in Russia, from its Soviet origins to the Putin era, Shocking Mother Russia adds significantly to the growing body of literature on comparative social policy and the political challenges of pension reform. Andrea Chandler explains why Russia's old-age pension system went into decline after the collapse of the Soviet Union in 1991, even though it was a prominent issue in the political arena at the outset of the post-communist transition. While tracing the roots of the system's difficulties to the Soviet Union's first efforts to establish a national social welfare system after 1917, Chandler nonetheless devotes the bulk of her study to the period from 1990 to 2001. While political factors impeded reform for much of this eleven-year period, ultimately Russia's striking policy reversals provide a case study for developing nations. In 1990, a new Russian pension law was adopted during the Soviet reform process of perestroika. The system was again significantly altered in 2001 when a market-reform-oriented package of pension legislation was passed. Shocking Mother Russia places the Russian experience in comparative perspective, and suggests lessons for pension reform derived from analysis of the Russian case.

Many analysts initially believed that the process of Soviet disintegration would inevitably open a Pandora's box of ethnic nationalism and regional self-determination. But, despite obvious setbacks such as Chechnya, the developments of the last decade have shown that while forces of disintegration remain a very real threat, the fifteen successor states have managed to stay largely intact. One explanation for this somewhat unexpected success is the varied strategies of center-periphery relations adopted by the post-Soviet states, tailored to meet the unique of circumstances faced by each former republic of the Soviet Union. The contributors to this up-to-date volume examine the specific cases of success and failure in center-periphery relations in the former USSR, and offer some provocative overall conclusions about the progress made and the impact on the process of democratization. The cases examined in this volume are drawn from Russia, Lithuania, Ukraine, Uzbekistan, among others. These case studies demonstrate that realtions between national and local governments have been evolving differently in each of the successor states in the but in each case there has been a conscious attempt to create stacble center-periphery relations, which give a degree of autonomy to minority groups while still providing for a stable state and democratic development. This book will be of interest to scholars and students of the former Soviet Union and those interested in federalization and center-periphery.

While homophobia is commonly characterized as individual and personal prejudice, this collection of essays instead explores homophobia as a transnational political phenomenon. Editors Meredith L. Weiss and Michael J. Bosia theorize homophobia as a distinct configuration of repressive state-sponsored policies and practices with their own causes, explanations, and effects on how sexualities are understood and experienced in a variety of national contexts.
