There is a visible change in the outlook towards security all over the world-probably because of the increasing complexity of global problems and their repercussions for millions of people all over the world. Insecurity is not just all pervasive but is reiterating its alarming overtones more forcefully than during the cold war era. There are now threats very different from a military attack on a nation's territory. The concept of National Security hence needs to be redefined. The gamut of its perceptions has undergone a paradigm shift. The context against which the policy makers seek to establish national security is undergoing tumultuous changes. While not downplaying the relevance of strategic means of maintaining national security, this book explores the emerging non-strategic threats to national security, with the obvious grave consequences on human security. Intelligence is critical to ensuring national security, especially with asymmetric threats making up most of the new challenges. Knowledge, rather than power, is the only weapon that can prevail in a complex and uncertain environment awash with asymmetric threats, some known, many currently unknown. This book shows how such a changing national security environment has had profound implications for the strategic intelligence requirements of states in the 21st century.The book shows up the fallacy underlying the age-old assumption that intelligence agencies must do a better job of connecting the dots and avoiding future failures. It argues that this cannot and will not happen for a variety of reasons. Instead of seeking to predict discrete future events, the strategic intelligence community must focus rather on risk-based anticipatory warnings concerning the nature and impact of a range of potential threats. In this respect, the book argues for a full and creative exploitation of technology to support ? but not supplant ? the work of the strategic intelligence community, and illustrates this ideal with reference to Singapore's path-breaking Risk Assessment and Horizon Scanning (RAHS) program.

Climate change can reasonably be expected to increase the frequency and intensity of a variety of potentially disruptive environmental events-slowly at first, but then more quickly. It is prudent to expect to be surprised by the way in which these events may cascade, or have far-reaching effects. During the coming decade, certain climate-related events will produce consequences that exceed the capacity of the affected societies or global systems to manage; these may have global security implications. Although focused on events outside the United States, Climate and Social Stress: Implications for Security Analysis recommends a range of research and policy actions to create a whole-of-government approach to increasing understanding of complex and contingent connections between climate and security, and to inform choices about adapting to and reducing vulnerability to climate change.

The end of the Cold War and the associated dramatic changes in the geopolitical environment have led many observers to conclude that much of our past thinking about U.S. national security interests and policies is now outmoded and that a fundamental rethinking of these interests and policies is required. In particular, the notion is becoming widespread that economic factors and concerns will play a more prominent role in defining and pursuing U.S. national security objectives. The authors' aim in convening the conference was to advance understanding of the emerging 'economic dimensions' of U.S. national security policymaking. The aim of this report is the same. It is meant as a contribution to the task of defining a useful frame of reference for what will undoubtedly be a continuing discussion of the relation between economics and national security. Although it is not intended as a summary of conference proceedings, this report draws heavily on the ideas and hypotheses put forward during the conference. In accordance with the ground rules established at the conference, the authors have not attributed any of the ideas noted in this report to particular conference participants. They have tried to retain the exploratory and speculative tone of the conference discussions.
