Natural Resources And Local Livelihoods In The Great Lakes Region Of Africa

This book looks at how the benefits of economic development in the Great Lakes Region of Africa are not being equally distributed. It studies the impact of the increasing scramble for natural resources upon local livelihoods and considers the ambiguities that characterise the relationship between mining and development.

Top scholars examine issues which lead readers to better understand environmental change in the African continent and its effects on rural African livelihoods. Each of the studies in this book concerns four main issues: conservation, biodiversity, and environment; land use and livelihoods; environmental change; and policies for conservation and development. The volume looks closely at the details of rural resource use, access and control, the social institutions which shape this, and the effects on African environments. It is not possible to understand livelihoods in Africa - a central issue for all social and economic questions - without grasping the interplay between environmental change and the sustainability of rural livelihoods. Sustaining and strengthening local livelihoods is one of the most fundamental challenges faced by post-conflict countries. By degrading the natural resources that are essential to livelihoods and by significantly hindering access to those resources, conflict can wreak havoc on the ability of war-torn populations to survive and recover. This book explores how natural resource management initiatives in more than twenty countries and territories have supported livelihoods and facilitated post-conflict peacebuilding. Case studies and analyses identify lessons and opportunities for the more effective design of interventions to support the livelihoods that depend on natural resources – from land to agriculture, forestry, fisheries, and protected areas. The book also explores larger questions about how to structure livelihoods assistance as part of a coherent, integrated approach to post-conflict redevelopment. Livelihoods and Natural Resources in Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in this series address high value resources, land, water, assessing and restoring natural resources, and governance.

The chapters in this book provide in- depth insight into the gender norms and contexts in which women work in the expanding informal mining sector in sub- Saharan Africa. Collectively, the research here provides a nuanced account of women’s livelihood strategies in artisanal and small- scale mining (ASM, as its generally known) in ways that challenge images of women— as either victimized by mining or empowered by mining livelihoods, or both— that tend to dominate the growing array of donor and policy interventions in this sector. The authors come from different disciplinary traditions— anthropology, economics, political science, mining engineering, law— but all place questions of gendered power front and centre in their analyses of sociocultural, institutional, economic and political relationships, practices and arrangements within which women navigate their mining livelihoods. The physical or representational presence (and sometimes absence) of women in ASM sites is a linking theme, with the chapters exploring different dimensions of mining and gender— the gendered divisions of labour, migration, land ownership, cultural norms, and gendered authority relations— but also how ‘women’ materialize and are seen and unseen in the growing array of transnational interventions in this sector. The chapters in this book were originally published as a special issue of the Canadian Journal of African Studies.

Humanitarian crises - resulting from conflict, natural disaster or political collapse – are usually perceived as a complete break from normality, spurring special emergency policies and interventions. In reality, there are many continuities and discontinuities between crisis and normality. What does this mean for our understanding of politics, aid, and local institutions during crises? This book examines this question from a sociological perspective. This book provides a qualitative inquiry into the social and political dynamics of local institutional response, international policy and aid interventions in crises caused by conflict or natural disaster. Emphasising the importance of everyday practices, this book qualitatively unravels the social and political working of policies, aid programmes and local institutions. The first part of the book deals with the social life of politics in crisis. Some of the questions raised are: What is the meaning of human security in practice? How do governments and other actors use crises to securitize – and hence depoliticize - their strategies? The second part of the book deals with the question how local institutions fare under and transform in response to crises. Conflicts and disasters are breakpoints of social order, with a considerable degree of chaos and disruption, but they are also marked by processes of continuity and re-ordering, or the creation of new institutions and linkages. This part of the book focuses on institutions varying from inter-ethnic marriage patterns in Sri Lanka to situation of institutional multiplicity in Angola. The final part of the book concerns the social and political realities of different domains of interventions in crisis, including humanitarian aid, peace-building, disaster risk reduction and safety nets to address chronic food crises. This book gives students and researchers in humanitarian studies, disaster studies, conflict and peace studies as well as humanitarian and military practitioners an invaluable wealth of case studies and unique political science analysis of the humanitarian studies field.

The Second International Symposium on the East African Lakes was held from 10-15 January 2000 at Club Makokola on the southern shore of Lake Malawi. The symposium was organized by the International Decade for the East African Lakes (IDEAL), a research consortium of African, European and North American scientists interested in promoting the investigations of African Great Lakes as archives of environmental and climatic dynamics. Over one hundred African, European and North American scientists with special expertise in the tropical lakes participated in the symposium which featured compelling presentations on the limnology, climatology, palaeoclimatology and biodiversity of the East African Lakes. It is their papers that comprise this book. The large lakes of East Africa are important natural resources that are heavily utilized by their bordering countries for transportation, water supply, fisheries, waste disposal, recreation and tourism. The lakes are unique in many ways: they are sensitive to climatic change and their circulation dynamics, water-column chemistry and biological complexity differ significantly from large lakes at higher latitudes; they have long, continuous, high resolution records of past climatic change; and they have rich and diverse populations of endemic organisms. These unique properties and the significance of the palaeolimnological records demand and attract research interest from around the world.
