Nature Conservation In Eastern Europe Caucasus And Central Asia

Describes progress being made - and barriers to progress - on environmental policies and programmes in the countries of Eastern Europe, Causasus and Central Asia.

In 2003, the 12 countries of Eastern Europe, Caucasus and Central Asia (EECCA) region, together with their partners in the 'Environment for Europe' process, adopted the EECCA Environment Strategy. This publication reviews the progress made towards achieving the objectives of this strategy, in relation to such issues as pollution prevention and control and environmental policy integration; and includes a series of country profiles. This title provides a solid analytical base for discussions on future environmental co-operation between EECCA countries and their partners.

Arable land, deserts, mountains, forests, rivers, and coastal zones characterize the diverse regions in Eastern Europe and Central Asia (ECA). As varied as the geography is so are the policy directions taken by the region's governments concerning natural resource management. A lack of conservation measures, misuse, and poor management have impaired many of the natural resources now available in these countries. Although the pressure on natural resources in ECA is less than in other regions and the area has more abundant resources, the accessibility and utility of those resources belie the figures. Where there is arable land, the growing season is short. Where there are immense forests, the climate is harsh.To assist the Bank's client countries in ECA with sustainable use of natural resources, this volume identifies the various challenges, provides a history of the Bank's regional natural resource strategy, outlines a strategic framework, and proposes new strategies and policy instruments to implement them. Natural resources in this publication refer to "non-mineral" resources, such as, forests, rivers, and land.

The knowledge on the ecology of ungulates (orders Perissodactyla and Artiodactyla) inhabiting eastern Europe and northern and central Asia is of special importance for those interested in zoology, ecology, nature conservation, hunting and management. There are 26 species of ungulates 2 oE-169°W within the 22. 4 million km area, between 35-82°N and 20 and they occupy several vegetation zones from arctic deserts to the subtropics. In our opinion, the advancement of science can be retarded and general conclusions will be difficult to make, if the knowledge of the organisms inhabiting one sixth of the world'sland surface, covered by this vast region, is not included. The language barrier, as well as the lack of international accessibility of local publications, makes it difficult to make use of the great volume of scientific information gathered within the territory of the former USSR. The only complete ecological review of ungulates of the Soviet Union, Mammals of the Soviet Union, vol. 1. Ungulates, was published by V. G. Heptner, A. A. Nasimovich, and A. G. Bannikov in 1961 (in Russian, Heptner and Naumov 1961)and 1989(the English translation,Heptner and Naumov 1989). This excellent book does not, however, contain scientific contributions published after 1959. This is unfortunate, because during the foHowing40years,intense and highly qualified research on the ecology and behavior of ungulates was performed.

This book brings together the findings of key sector- and media-specific analyses of the environment in the Eastern Europe, Caucasus, and Central Asia area and puts forth a set of indicators to provide a one-stop, concise and up-to-date assessment accessible also to a non-specialist audience.

This report aims to help EECCA environmental administrations to harness the potential benefits of on-going public finance reforms; particularly the shift to multi-year budgeting, stability of funding, and, ultimately, a more effective use of public money.
