This report examines three economies in different parts of Asia---Georgia, Sri Lanka, and Viet Nam---that introduced power sector reforms in recent years to create a commercially viable and efficient power sector. Each took a different route in moving away from a monopoly state-owned utility toward the common goal of a competitive, market-based, and better-regulated power sector. This report documents the broad spectrum of their power sector reform efforts, experiences, and relative successes as well as shortfalls, then uses international standard indicators to assess their economic, social, and environmental outcomes. Other economies should be able to draw valuable lessons and insights from this report for their own power-sector planning and policy and strategy formulation.

This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). Instances of UNPOL action have increased dramatically in number and have evolved from passive observation to participation in frontline law enforcement activities. Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations – and UNPOL in particular – are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M&E) that enables more effective impact assessment. By enhancing the relationship between field-level M&E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations. This book will be of much interest to students of peace operations, conflict management, policing, security studies and IR in general.

In the next twenty years the world economy will enjoy one of its strongest periods of growth. Greater innovation and technical change will increase opportunities. Life expectancy, income and educational standards will rise. The West's share in the global economic cake may get smaller, but there will be more cake than ever before. These are the predictions of Gerard Lyons, a leading international economist who spent nearly thirty years working in the City. He is now the chief economic adviser to the Mayor of London. Over the last quarter-century he has been ahead of the game in predicting the major economic trends that we now take as a given. The Consolations of Economics is a lucid and accessible expert's attempt to look objectively at the changing global economy - what is happening and what it means. He shows how we can embrace change, rather than hide from it. The results are fascinating, refreshing - and unusually cheering.
