New Voices From Central Asia

The third volume "New Voices from Central Asia: Societal Transformations" gives the floor to a young generation of experts and scholars from Central Asia and Azerbaijan. They were fellows at GW's Central Asia-Azerbaijan Fellowship Program, which aims to foster the next generation of thought leaders and policy experts in the region. The Program provides young professionals (policy experts, scholars, journalists, bloggers, and activists) with opportunities to develop their research, analytical, and communication skills in order to become effective leaders within their communities. The Program serves as a platform for the exchange of ideas and builds lasting intellectual networks of exchange between and amongst Central Asians and the U.S. policy, scholarly, and activist communities. It increases and helps disseminate knowledge about Central Asian viewpoints in both the United States and Central Asia.

This book explains and evaluates today’s economic, political, social and ecological crises through the lens of rentier capitalism and countermovements in Central Asia. Over the last three decades the rich and powerful have increased their wealth and political power to the detriment of social and environmental well-being. But their activities have not gone unchecked. Grassroots activism has resisted the harmful and damaging effects of the neoliberal commodification of things. Providing a much-needed theorisation of the moral economy and politics of rent, this book offers in-depth case studies on finance, real estate and natural resources in Kazakhstan and Kyrgyzstan. The authors show the mechanisms of rent extraction, their moral justifications and legitimacy, and social struggles against them. This book highlights the importance of class relations, state-countermovement interactions and global capitalism in understanding social and economic dynamics in Central Asia. It will be relevant to students and researchers interested in political economy, development studies, sociology, politics and international relations.

While there is no doubt as to the Muslim identity of the country,Kazakhstan is living proof that there can be a “kinder, gentler” mode of Islam, in which one can live at peace with oneself and with one's neighbors, despite their differences.

This book argues for the need to rethink governance through the lens of 'resilience as self-governance'. Building on complexity-thinking, it contends that in the context of change and complex life, challenges are most efficiently dealt with, at the source, 'locally', to make 'the global' more responsive and sustainable. Resilience as self-governance is advanced as an overriding framework to explore its constitutive elements - identity, ‘good life’, local coping strategies and support infrastructures - which, when mobilized, can turn communities into ‘peoplehood’ in the face of adversity. It is argued that these communities of relations, self-organised and self-aware of their worth, is what makes them so resilient to crises, and what helps them to transform with change; and how they should be governed today. Central Eurasia, spanning from Belarus in the west, to Azerbaijan in the south and Kyrgyzstan in the east, provides fertile grounds for exploring how resilience works in practice in times of complex change. By immersing into centuries-long traditions and philosophy, local experiences of survival, and visions for change, this book shows that governability at any level requires a substantive 'local' input to make 'the global' more enduring and resilient in a complex adaptive world. This book will be of great value to students and scholars in the fields of Politics including Eurasian politics and the various aspects of Governance. Most of the chapters in this book were published as a special issue of Cambridge Review of International Affairs.

This anthology takes a broad approach to ethics, incorporating traditional topics and texts while bringing in voices and themes that are too often excluded. A substantial section on ethical theory is provided, as are readings on topics such as oppression, sex, identity, the environment, life and death, war and terror, and caring for others. Accessible introductions and discussion questions are included throughout to contextualize material for the student reader without playing favorites among the positions at issue.

This open access book explores some of the struggles and challenges that researchers and practitioners face when conducting research in the Central Asian research setting. Written for scholars still in the planning stages of their research, it addresses key questions, including: How shall we problematize and reconceptualize the concept of positionality through lenses of local voices from the region? How does practitioners’ and scholars’ positionality contribute to their experiences of inclusion, exclusion, and access to the field? How do scholars navigate issues of personal safety and mental well-being in the more closely monitored societies of Central Asia? The book includes contributors from both Central Asia and Western countries, paying particular attention to the ways researchers’ subjectivity shape how they are received in the region, which, in turn, influences how they write about and disseminate their research. In featuring an even greater variety of voices, this book fills an important gap in the literature on field research and knowledge production in and on Central Asia.

A major history of Central Asia and how it has been shaped by modern world events Central Asia is often seen as a remote and inaccessible land on the peripheries of modern history. Encompassing Uzbekistan, Tajikistan, Turkmenistan, Kyrgyzstan, Kazakhstan, and the Xinjiang province of China, it in fact stands at the crossroads of world events. Adeeb Khalid provides the first comprehensive history of Central Asia from the mid-eighteenth century to today, shedding light on the historical forces that have shaped the region under imperial and Communist rule. Predominantly Muslim with both nomadic and settled populations, the peoples of Central Asia came under Russian and Chinese rule after the 1700s. Khalid shows how foreign conquest knit Central Asians into global exchanges of goods and ideas and forged greater connections to the wider world. He explores how the Qing and Tsarist empires dealt with ethnic heterogeneity, and compares Soviet and Chinese Communist attempts at managing national and cultural difference. He highlights the deep interconnections between the "Russian" and "Chinese" parts of Central Asia that endure to this day, and demonstrates how Xinjiang remains an integral part of Central Asia despite its fraught and traumatic relationship with contemporary China. The essential history of one of the most diverse and culturally vibrant regions on the planet, this panoramic book reveals how Central Asia has been profoundly shaped by the forces of modernity, from colonialism and social revolution to nationalism, state-led modernization, and social engineering.
