All over the world countries struggle with water stress. Problems vary from water scarcity and a degrading water quality, to floods and a rising sea level due to climate change. The European Union adopted a Water Framework Directive to improve the sustainability of water management in its member states. Water management should be coordinated at the level of river basins as a whole. Interests of various user groups should be better represented. River basin visions should take into account the impact of all human activities on the status of the resource. Water legislation needs streamlining and more focus on its implementation. The European Union advocates regulating water prices by charging the costs of water services on the basis of full cost recovery and the polluter pays principle. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. This book is followed by another volume published with Kluwer Academic Publishers on "Integrated Governance and Water Basin Management", edited by Hans Bressers and Stefan Kuks.

In recent years the water sector has undergone profound institutional, economic and political transformations. Some countries have encouraged privatization of water services, but in many cases this has provoked adverse reaction to such a neoliberal and market-based approach to this common shared but essential resource. This book goes beyond the ideology of the public versus private water regime debate, by focusing on the results of these types of initiatives to provide better water services, particularly in urban settings. It provides numerous examples of alternative models, to show who is responsible for implementing such systems and what are their social, institutional and technical-scientific characteristics. Policies are analysed in terms of their implications for employees and residents. The book presents a new combinatory approach of water regimes, based on several international case studies (Argentina, Bolivia, China, France, Germany, India, South Africa and the USA, plus a comparison of three cities in Africa) presenting specific challenges for water models. These case studies demonstrate the successes and problems of a range of private sector involvements in the provision of water services, and provide examples of how small-scale systems can compare with larger-scale more technical systems.

Water resource management challenges around the world are not just hydrological issues-- they are socio-legal in nature as well. This edited collection critically examines legal and administrative structures of water control, with the goal of imagining alternatives to entrenched systems of capitalist and anthropocentric water governance. The collection contributes to the areas of legal geography and water resource governance. The research presented in the collection draws from numerous theoretical perspectives, including decolonial and post-anthropocentric approaches to water governance; social and environmental justice in water management; and understanding legal ecologies. The collection addresses a variety of themes of water governance, including water allocation, groundwater management, collaborative governance, drought planning, and water quality. The papers describe and analyze water issues and new ideas in multiple countries, including Australia, Ecuador, New Zealand, India, and the United States.

This book is an in-depth study of evolving state-society-environment relationships of the Jianghan Plain in late imperial China, as well as the transformation of landscape and waterscape in central China through lenses that have been overlooked in previous scholarship.

Whether the goal is building a local park or developing disaster response models, collaborative governance is changing the way public agencies at the local, regional, and national levels are working with each other and with key partners in the nonprofit and private sectors. While the academic literature has spawned numerous case studies and context- or policy-specific models for collaboration, the growth of these innovative collaborative governance systems has outpaced the scholarship needed to define it. Collaborative Governance Regimes breaks new conceptual and practical ground by presenting an integrative framework for working across boundaries to solve shared problems, a typology for understanding variations among collaborative governance regimes, and an approach for assessing both process and productivity performance. This book draws on diverse literatures and uses rich case illustrations to inform scholars and practitioners about collaborative governance regimes and to provide guidance for designing, managing, and studying such endeavors in the future. Collaborative Governance Regimes will be of special interest to scholars and researchers in public administration, public policy, and political science who want a framework for theory building, yet the book is also accessible enough for students and practitioners.

Due to a variety of reasons, water resources on the globe are becoming scarcer. The degree of water scarcity and its political, economic and social implications are felt more severely in regions like the Middle East. The Euphrates-Tigris river basin is one of the major sources of water, but also a source of tension in the region. Unless cooperation is achieved among the riparian countries, namely Turkey, Syria and Iraq, in the areas of management, allocation and utilisation of the waters of the Euphrates-Tigris basin, growing scarcity may result not only in conflict, but also in further devastation of an extremely vital source. Recently, water has become a subject matter of international law, and formal and informal deliberations in international conferences have produced general principles and norms for using and managing water resources effectively. Hence, this book is an attempt to put together a meaningful set of principles, norms, rules, and decision-making procedures of a region-specific regime framework for effective utilisation of the waters of the Euphrates-Tigris river basin with a view to promoting cooperation among the riparian countries.

Since the former Norwegian prime minister, Gro Harlem Brundtland, led the World Commission on Sustainable Development, Norway has played an important role in international environmental co-operation. This volume looks at how this one state engaged international regimes in order to pursue its own national goals in the following issue areas: climate change, biodiversity, ozone depletion, air pollution, marine pollution and whaling. In doing so, it offers an innovative new approach to the study of international regime effectiveness and on linkages or interactions between international regimes.
