This book shows how non-governmental organizations in the developing world change how people participate in politics. The book uses a variety of quantitative and qualitative evidence to demonstrate that NGOs boost political participation, including voting and political protest.

Civil society has become one of the key parts of the reference framework for governance, seeking to replace traditional public action in which representative democracy is combined with bureaucratic implementation. The success of the civil society myth contrasts with and consequently manifests itself in the problems of political and social legitimacy and representation. This book assesses the shift in the meaning and application of civil society, from citizen protests to its incorporation into public action. It examines the diversity of interpretations and uses of civil society in different political contexts and seeks to understand the reasons for its surfacing and its multiple forms in political discourse. The authors critically analyze and compare how different types of regimes in countries such as Italy, France and the UK, Poland and Czechoslovakia, South Africa, China, India and Chile; have incorporated or otherwise responded to the new discourse. Analyzing the surfacing and uses of civil society, this book will be of interest to students and scholars of political science, analysts, policymakers, non-profit think tanks and organizations interested in comparative international studies on the third sector.

This volume is unique because of its focus on small states. There are many studies on civil society and social movements, but none that specifically deal with this category of countries. As is well known, small states have particular characteristics, including a limited ability to reap the benefits of economies of scale, a high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. The small island developing states have the additional problem of high environmental vulnerability, with some also dealing with disproportionate ecological footprints. These factors have a bearing on the organization and performance of civil society organizations and social movements, as explained in several chapters of this book. The volume is organized in three parts, dealing with aspects of civil society and social moments in small states in the political, social and environmental spheres, respectively. Various definitions of civil society are proposed in the chapters, but most authors associate the term with organized groups, operating in the interest of citizens, independently of government and commercial business, including various forms of non-governmental organizations (NGOs). Civil society also encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably; however, some authors argue that social movements tend to engage in ‘contentious politics’ including protests, while NGOs engage through more organized and institutional routes.

The celebrations marking the 20th anniversary of the fall of the Berlin Wall provoked a debate on the outcomes of the transition process in the post-communist countries, including a debate on the functioning of civil society. This provided a good opportunity for researchers to collect new data and revise the discourse on collective action and the dynamics of civil society in these countries. Jacobsson and Saxonberg's collection of essays looks at social movements, and their forms of mobilization and organization, as well as action repertoires in relation to the social context, and their success or failure. The book meets an important need in the discourse on post-communist social movements by going beyond the usual discourse about the weak and non-participatory civil society in the post-communist context. This book gives a nuanced and updated view of social movements in post-communist Europe, by looking at the cases of relatively successful mobilization, by examining groups that have often been neglected in the discourse on social movements and civil society (including animal-rights groups, racist movements and non-feminist family organizations), and by giving a deeper analysis of the different strategies that civil society organizations and groups can use. Rather than expecting social movements in post-communist Europe to follow the same patterns and operate in the same fashion as in Western Europe, this volume shows that a wider view of contentious action is needed in order to understand the variety of strategies employed by collective actors operating in this context.
