Non Co2 Greenhouse Gases Scientific Understanding Control And Implementation

In the climate change discussion, non-CO2 greenhouse gases (NCGGs) received official political recognition for the first time in 1997, when agreement was reached on the Kyoto Protocol. As a result methane, nitrous oxide, HFCs, PFCs and SF6 now provide attractive options for detailing the national targets for the reduction of greenhouse gas emissions meant to control climate change. This book is the second volume in this area and addresses three main topics. Firstly, it documents progress with respect to our knowledge of the sources and sinks of NCGGs. Information on this subject is essential in order to reduce the uncertainties in national emissions inventories which serve as the reference values for commitments of countries in the framework of the Kyoto Protocol. Secondly, this volume deals with the control options for the NCGGs and contains a wealth of information in this area. Emerging technologies here provide business opportunities, in particular in connection with the flexible mechanisms for mitigation projects in developing countries which have been agreed in Kyoto. Thirdly, the book treats the policy implementation of mitigation options for greenhouse gas emissions. Tools for control policies, both on the national and international level, and for different sectors of industry are discussed. National integrated approaches, including the ones from the United States Environmental Protection Agency and the Netherlands Ministry of Environment which both sponsored the conference, provide guidance for defining the most effective greenhouse gases mitigation plans in different situations. This volume is being published in support of the IPCC Process and will serve as a reference for IPCC's Third Assessment Report.

The GHG Protocol Corporate Accounting and Reporting Standard helps companies and other organizations to identify, calculate, and report GHG emissions. It is designed to set the standard for accurate, complete, consistent, relevant and transparent accounting and reporting of GHG emissions.

These proceedings contain 270 papers outlining ideas and contributions to the new scientific, technical and political discipline of Greenhouse Gas (GHG) Control. The contributions were presented at the 4th International Conference on Greenhouse Gas Control Technologies (GHGT-4). It was the largest gathering of experts active in this new and fast-developing field. GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources. During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem. These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. They also show it is a problem we can influence and that there is a wealth of ideas. The challenge now is to find the right partners to put these ideas into action.

It is now possible to determine concentrations of trace constituents and pollutants in the lower atmosphere from space, a development which heralds a new era for tropospheric chemistry. The authors describe how to develop and validate methods for determining tropospheric trace constituents from satellite data, to encourage the use of these data by atmospheric chemists, and to explore the undoubted synergism which will develop between satellite and ground-based measurements, and will eventually give rise to a permanent observation system for the troposphere. The book comprises several comprehensive overviews, prepared by acknowledged experts in the field, together with a series of individual reports from investigators whose work represents the cutting edge of the subject. A variety of results, giving global distributions of several species and their modelling are reported. Most results stem from ESA satellite data, but there is also an account of the North American work in this field which has mainly concentrated on global distributions of ozone. It is fair to say that the field, as it develops, will revolutionize the way in which atmospheric chemistry is done. This timely book provides a good introduction for anyone with an interest in the future of the troposphere.

Global warming is the most severe environmental challenge faced by humanity today and the costs of responding effectively will be high. While Russia's ratification of the Kyoto Protocol ensures the treaty's entry into force, lack of capacity, or incentives to renege on their commitments, will impede mitigation efforts in many countries. An important prerequisite for the proper functioning of the Protocol is that its compliance system - which is spelled out by the Marrakesh Accords - proves effective. Implementing the Climate Regime describes and analyses Kyoto's compliance system. Organized into four parts, Part I describes the emergence and design of the compliance system, while Part II analyses various challenges to its effective operation - such as the development of norms, verification and the danger that the use of punitive 'consequences' may also hurt compliant countries.
