Normative State Power In International Relations

While the relationship between norms and the state is an omnipresent research theme in International Relations, most international theory - from classical liberalism to recent constructivism - continues to treat 'normative state power' as an analytical impossibility. Scholarship within the fields of human rights, global civil society, and globalization remains primarily focused on moral evaluations and the mitigation of the geopolitical power of the state. Rarely are the normative institutional capacities of the state the focus of analysis. This book offers a new theory of normative state power in global politics. Marjo Koivisto argues that normative state power is distinct from the fiscal or military might of states. It is usually institutionalized and internalized within the state as a set of cultural norms relating to the role of statehood in local and global practice. By deploying both theoretical inquiry and substantive analysis of the Nordic model, the book offers a deep, institutionalist account of normative state power as exercised in relation to the welfare state. A case study of the internationalist networks of the Nordic states in times of economic crises (both the 1930s and 1990s) illustrates how, thanks to the persistence of normative state power, state forms tend to outlast political and economic transformations.

The notion of Normative Power Europe (NPE) is that the EU is an 'ideational' actor characterised by common principles and acting to diffuse norms within international relations. Contributors assess the impact of NPE and offer new perspectives for the future exploration of one of the most widely used ideas in the study of the EU in the last decade.

This book results from a symposium organized by Genesys Network, which took place on April 29th, 2015, in Louvain-la-Neuve, Belgium. The organizers invited contributors to think about the concept of power in the context of the evolving international system, and what it implied for the study of the concept in IR academic field. Indeed, if the end of the Cold War was characterized by a "unipolar moment" as defined by Krauthammer in 1991, this period is starting to come to an end. While the United States remains arguably a global superpower, its position is more and more disputed by other actors. Likewise, new centers of power have emerged. Today's world is complex and transitional, characterized by both short- and long-term challenges; interactions among these powers remain to be apprehended and understood. In the last decade, we have also observed an economic and partially political shift or redistribution of power from the “West to the Rest” on the classical state power chessboard. The beginning of the 21st century thus constitutes an important challenge for the super- and emerging or resurgent powers. The new global state of affairs is characterized by conditions that are more complex than in the past. In these circumstances and in the face of these worldwide trends, the concept of power has evolved and the need to redefine or think the concept has become a necessity. The present book thus aims at presenting the diversity of views on the concept of power but also, perhaps more importantly, their complementarity.

This book offers a unique analytical investigation of the international politics of the EU, China, and India in the context of their security strategies in Central Asia. It shows how the interaction between these three actors is likely to change the frameworks and practices of international relations. This is studied through their interactions with central Asia, using the framework of normative powers and the concept of regional security governance. Briefly, a normative power shapes a target state's attitudes and perceptions as it internalizes and adopts the perspectives of the normative power as the norm. The work comparatively studies the dynamics that have allowed Beijing, Brussels, and New Delhi to articulate security mechanisms in Central Asia, and become rising normative powers. This innovative study does not aim to catalog foreign policies, but to uncover the dominant perceptions, cognitive structures and practices that guide these actors' regional agency, as exemplified through the context of Central Asia. It will be an essential resource for anyone studying international relations, international relations theory, and foreign policy analysis.

This book critically engages with a long tradition of scholarly work that conceives of the European Union as a peculiar international actor that pursues a value-based, normatively oriented and development-friendly agenda in its relations with international partners. The EU is a pivotal player in international trade relations, holding formidable power in trade but also exercising substantial power through trade. Trade policy therefore represents a strategic field for the EU to shape its image as a healthy economy and a global power. In this field, the EU has declared a twofold ambitious goal, namely that of fostering economic growth in Europe while, at the same time, promoting development and growth abroad, both in developed and developing countries. In other words, the EU aims to increase its competitiveness in world trade while acting as an ethical and normative power. Here, Poletti and Sicurelli explore the tension between these two roles.

Written by leading experts in the field, this volume identifies European collective preferences and analyzes to what extent these preferences inform and shape EU foreign policy and are shared by other actors in the international system. While studies of the EU’s foreign policy are not new, this book takes a very different tack from previous research. Specifically it leaves aside the institutional and bureaucratic dimensions of the European Union’s behaviour as an international actor in order to concentrate on the meanings and outcomes of its foreign policy taken in the broadest sense. Two outcomes are possible: Either Europe succeeds in imposing a norms-based international system and thus, in this case, its soft power capacity will not only have been demonstrated but will be enhanced Or, on the contrary, it does not succeed and the global system will become one where realpolitik reigns; especially once China, India and Russia attain a preponderant influence on the international scene.
