North American Strategic Defense In The 21st Century

The protection of the homeland is the top priority for U.S. national security strategy. Strategic defense, however, has been an overlooked dimension in the vast literature on the U.S. strategic posture, with even less attention given to the necessity and dynamics of security collaboration within North America. Drawing on the expertise of scholars from the U.S., Canada and Mexico, the book offers a wide range of perspectives on recent trends in, and future prospects for, the military and political evolution of North American strategic defense. North American strategic defense is a topic too often taken for granted: as this excellent book shows, that is a mistake. This book examines the implications of emerging security environment for missile defense. It identifies the lessons concerning the questions provided by the Gulf War, focusing on the redirection of the Strategic Defense Initiative towards a capability for global protection against limited strikes.

The 2005 National Defense Strategy introduced the now prolific concept of the four challenges -- traditional, irregular, catastrophic, and disruptive. Reference to the challenges is now an essential feature of defense deliberations. Yet in spite of the concept's central place in the defense debates in and out of government, there have been persistent gaps in how the individual challenges are defined and how they should be applied in defense and security policymaking. Written by one of two working-level strategists responsible for the 2005 defense strategy's conceptual development, this monograph addresses that deficit. It provides the reader with the foundational substance underwriting the three most active challenges -- irregular, catastrophic, and traditional -- while introducing the concept of the "hybrid norm."

Changes in the 21st century security environment require new analytic approaches to support strategic deterrence. Because current adversaries may be deterred from the use of nuclear weapons differently than were Cold War adversaries, the Air Force needs an analytic process and tools that can help determine those Air Force capabilities that will successfully deter or defeat these new nuclear-armed adversaries and assure U.S. allies. While some analytic tools are available, a coherent approach for their use in developing strategy and policy appears to be lacking. Without a coherent analytic approach that addresses the nuances of today's security environment, Air Force views of its strategic deterrence needs may not be understood or accepted by the appropriate decision makers. A coherent approach will support Air Force decisions about its strategic force priorities and needs, deter actual or potential adversaries, and assure U.S. allies. In this context, the Air Force in 2012 requested that the Air Force Studies Board of the National Research Council undertake a workshop to bring together national experts to discuss current challenges relating strategic deterrence and potential new tools and methods that the Air Force might leverage in its strategic deterrence mission. The workshop consisted of two 3-day sessions held in Washington, DC on September 26-28, 2012 and January 29-31, 2013 and was attended by a very diverse set of participants with expertise in strategic deterrence and a range of analytic tools of potential interest to the Air Force. U.S. Air Force Strategic Deterrence Capabilities in the 21st Century Security Environment summarizes this workshop.

Nuclear weapons will continue indefinitely to play an indispensable role in U.S. national security policy: as a hedge against uncertainties, to deter potential aggressors who are both more diverse and less predictable than in the past, and to allow the United States to construct a more stable security environment. Recent nuclear tests by India and Pakistan make it clear that nuclear weapons remain part of the security setting. The aggressive pursuit of nuclear, biological, and chemical weapons by states such as Iran and North Korea underscores the role of deterrence as a central component of U.S. security strategy.

This book brings together three regional security assessments, along with an overview of global trends in the strategic environment. Each of the regional assessments - covering Asia, the greater Middle East, and Europe and the former Soviet Union - examines key trends and potential sources of conflict through the year 2025, and identifies the implications for the U.S. Air Force and for U.S. national security policy more broadly. The chapters in this volume reflect research undertaken in 1996 for a study on "Sources of Conflict and Their Implications for Air Force Operations," conducted within the Strategy and Doctrine Program of RAND's Project AIR FORCE. The study, sponsored by the Deputy Chief of Staff, Plans and Operations, was intended to serve Air Force long-range planning needs. The findings are also relevant to broader ongoing debates within the Department of Defense and elsewhere, especially in the context of the Quadrennial Defense Review. Our analyses and conclusions should be of interest to a wide foreign and security policy audience.

This edited volume provides a comprehensive overview of contemporary debates and issues in Canadian defence policy studies. The contributors examine topics including the development of Canadian defence policy and strategic culture, North American defence cooperation, gender and diversity in the Canadian military, and defence procurement and the defence industrial base. Emphasizing the process of defence policy-making, rather than just the outcomes of that process, the book focuses on how political and organizational interests impact planning, as well as the standard operating procedures that shape Canadian defence policy and practices.
