Drawing on the author’s personal experience, this book presents an insider’s chronology and policy analysis of the EU’s role in the nuclear negotiations with Iran. The European Union strives to be a global player, a “soft power” leader that can influence international politics and state behavior. Yet critics argue that the EU’s Common Foreign and Security Policy (CFSP) remains largely ineffective and incoherent. The EU’s early and continuous involvement in the effort to dissuade Iran from developing nuclear weapons can be viewed as a test case for the EU as a global actor. As Chair of the European Parliament’s delegation for relations with Iran, Tarja Cronberg had a ringside seat in the negotiations to prevent Iran from developing nuclear weapons. Drawing on her experiences leading a parliamentary delegation to Iran and interviews with officials, legislators and opposition leaders in nearly every country participating in the negotiations, as well as reports by the International Atomic Energy Agency, parliaments and independent experts, the author illustrates an insider’s strategic understanding of the negotiations. Intersecting history, politics, economics, culture and the broader security context, this book not only delivers a unique analysis of this historic deal and the twelve-year multilateral pursuit of it, but draws from it pertinent lessons for European policy makers for the future. The EU’s approach to Iran has emerged as one of the few successes of European foreign policy. Still, its role in international negotiations from 2003, as much as its broader approach to Iran, are generally poorly appreciated by policy-makers in Europe, the United States, and around the world. This book aims to explain the specifics of the EU’s approach to Iran, taking into account both the complexity of European foreign policy, in particular within transatlantic relations, and Iran’s (aspired) place in the international order. It informs the reader about the special negotiation format that included a number of world powers as well as multilateral bodies such as the International Atomic Energy Agency (IAEA) and the UN Security Council. Furthermore, it provides an outlook on European post-nuclear deal strategies and offers conclusions on the effectiveness of Europe’s multilateral approach to foreign policy. By looking at the EU’s diplomatic activities towards Iran over more than a decade, the book focuses on Europe’s actorness in international politics. This book examines the dynamics of relations and the substance of the negotiations between the international community and Iran over the latter's nuclear programme. Iran’s nuclear programme and the alleged threat to international peace and security remains one of the most important issues in the United States, as well as in European foreign affairs. In the US, Iran has dominated the political discourse for over three decades and Europe has spent considerable political capital in finding a diplomatic solution to Iran’s nuclear ambitions. While relations between both states remain subject to mutual hostility, the EU remains a channel of communication and since 2003 has maintained a multilateral negotiation framework. By and large, the narrative on nuclear negotiations is dominated by constructivist and realist literature, portraying relations between the US and Iran in ideological terms as a prolonged struggle for regional influence. Embedded within conflict resolution and diplomatic theory, this work attempts to bridge this gap. Drawing upon primary documents and interviews, the text examines negotiation behaviour, and strategies and tools of statecraft, as well as analysing technical aspects of initiatives concerning the nuclear programme. This book will be of much interest to students of nuclear proliferation, international diplomacy, Middle Eastern politics, security studies and IR in general.

This book studies the reactions of India, Brazil, and South Africa the three main non-proliferation actors of the Global South to Iran's nuclear program. Their responses are explained and situated in wider foreign policy context.

Renegotiating the Nuclear Order offers a sociological approach to the nuclear order, and order defined by nuclear technology and nuclear weapons. The focus is on the need to renegotiate the nuclear order, given the conflict between deterrence and disarmament and the unbalanced distribution of rights and responsibilities between the nuclear and nonnuclear states. The study applies the concepts, a relevant social group, and a technological frame developed in the sociology of technology on the current competition between the Non-Proliferation Treaty and the Treaty on the Prohibition on Nuclear Weapons. The negotiations of the nuclear programs of North Korea and Iran form the empirical background. The policy challenges identified in the sociotechnical analysis are threefold. Firstly, there is the need to guarantee the credibility of the nuclear diplomacy in the gap between the “military” and the “peaceful”. Secondly, during the past 50 years the rights of the non-nuclear states have been undermined, while the nuclear-weapon states have ignored their disarmament obligations. There is a need to renegotiate a new balance. Thirdly, the relationship between the two treaties has to be clarified. The proposal is to clearly separate the two into a comprehensive treaty on non-proliferation and to a verifiable treaty on prohibiting nuclear weapons. Multilateral institutions have been unable to resolve the issue, which has the potential to derail the global nuclear non-proliferation regime. Recent failures of diplomatic offers for an extended Iran-EU cooperation and projected US arms sales to Iran's neighbours suggest an imminent escalation of the issue, which has been simmering since first reports about Iranian nuclear fuel-enrichment activities emerged in 2002.
