The Democratic People's Republic of Korea (DPRK or North Korea) remains one of the most critical security challenges for the United States and the broader international community. In particular, North Korea's willingness to undertake provocative and destabilizing behavior, including attacks on the Republic of Korea (ROK), its continued development of nuclear weapons and long-range ballistic missiles, and its proliferation of weapons in contravention of United Nations Security Council resolutions (UNSCRs) pose a serious threat to the United States, the region, and the world. Since assuming control in December 2011, Kim Jong Un has solidified his grip on power by embracing the coercive tools used by his father and grandfather. His regime has used force and the threat of force combined with inducements to quell domestic dissent and strengthen internal security; co-opt the North Korean military and elites; develop strategic military capabilities to deter external attack; and challenge the ROK and the U.S.-ROK Alliance. In April 2013, Kim announced the "byungjin" policy, which emphasizes the parallel development of the country's economy and nuclear weapons program, to reinforce his regime's domestic, diplomatic, economic, and security interests. The Korean peninsula remains one of the world's most dangerous places. While North Korea has an army of 1.2 million troops and holds Seoul hostage with its missiles and artillery, Pyongyang is in desperate straits after a decade of economic decline, food shortages, and diplomatic isolation. In 1998, former U.S. Defense Secretary William Perry traveled to Pyongyang to propose increasing outside aid from the United States, South Korea, and Japan in exchange for North Korea's promise to reduce military provocations. The third in a series of influential Task Force reports on Korea policy, this study argues that, in spite of tensions, the United States should continue to support South Korea's engagement policy and keep Perry's proposal on the table. The Task Force recommends that, should North Korea increase tensions by testing long-range missiles, the United States and its allies should take a new approach to Pyongyang, including enhancing U.S.-Japan and South Korean deterrence against other North Korean threats, suspending new South Korean investment in North Korea, and placing new Japanese restrictions on financial transfers to the North. By suggesting the possibility of gradually reducing the danger on the Korean peninsula, this report represents a crucial addition to the discussion of U.S.-North Korean economic relations.

North Korea has presented one of the most vexing and persistent problems in U.S. foreign policy in the post-Cold War period. The United States has never had formal diplomatic relations with the Democratic People's Republic of Korea (the official name for North Korea), although contact at a lower level has ebbed and flowed over the years. Negotiations over North Korea's nuclear weapons program have occupied the past three U.S. administrations, even as some analysts anticipated a collapse of the isolated authoritarian regime. North Korea has been the recipient of over $1 billion in U.S. aid (though none since 2009) and the target of dozens of U.S. sanctions.

The 2020 Commission report on the North Korean nuclear attacks against the United States posits that there was a nuclear attack against the U.S. on March 21, 2020 by North Korea, and that a national bipartisan commission was created to investigate what and how it happened

Many North Koreans told Human Rights Watch that when an official in a position of power “picks” a woman she has no choice but to comply with any demands he makes, whether for sex, money, or other favors. Women interviewed said that the sexual predators include high-ranking party officials, prison and detention facility guards and interrogators, police and secret police officials, prosecutors, and soldiers. North Korea's criminal conduct, smuggling, trafficking, and counterfeiting, is well known, but the organization directing it is understudied or overlooked. North Korea practices a form of "criminal sovereignty" that is unique in the contemporary international security arena. It uses state sovereignty to protect itself from external interference in its domestic affairs while dedicating a portion of its government to carrying out illicit international activities in defiance of international law and the domestic laws of numerous other nations. The proceeds of these activities are used in a number of ways to sustain North Korea's existence and to enable other policies. The authors of this monograph focus on North Korea's Office #39 as the state apparatus that directs illicit activities to include the manufacture and distribution of illegal drugs, the counterfeiting of U.S. currency, and the manufacture and distribution of counterfeit cigarettes. Finally, as Kim Jong-Il becomes more frail, the authors assess how his successor may continue or alter Office #39's activities.--
