Organizational Corruption In The Asia Pacific

Though corruption exists wherever there is organized human life, reports continue to show markedly higher levels of, for example, bribery, kickbacks, cronyism and nepotism across the Asia Pacific area – particularly as compared to the ‘developed’ Anglo-European West. Despite the prolonged and multiple attempts to combat corruption across the region, especially in the wake of the Asian Financial Crisis of 1997–2000, the challenges for business organizations in corporate Asia remain arguably as formidable as ever. Business corruption in Asia continues to affect the image, behaviour, performance and management of companies – both local and foreign – in the region. Against this backdrop, this fresh collection of research sheds new insight into the antecedents, manifestations and consequences of corruption in a changing Asian business landscape – as well as efforts to prevent, manage and redress it. This book will be of interest to those interested in international business, especially in the Asia Pacific region, and in business ethics. Despite intensified governmental and public efforts at corruption control in recent years, official transgression continues to surface in various ways of abusing the unique power and trust that a government holds. Preventing Corruption in Asia addresses a number of crucial questions: -What institutional arrangements are necessary to ensure a clean and honest government? - What self-regulatory capabilities must government institutions develop in order to maintain integrity? -How should a sense of ethical responsibility be instilled in the civil services? -Do special anti-corruption agencies help keep government clean? -How will a regulatory framework of official conduct work properly? -How useful are anti-corruption campaigns in containing corruption? Focusing on a number of carefully selected countries in the Asia and Pacific region, the book sets as its focal point the choice of institutional design in preventing corruption, rather than treating corruption as a practical or technical problem to be corrected by strong political will and good anti-corruption policy measures. While focusing on institutional designs and policy choices, the book also examines other aspects of clean government such as the social environment, legal and regulatory framework, role of the public, and the impact of culture.

This conference proceedings explores (i) incentives for anti-corruption reform; (ii) the role of criminal law standards and corporate compliance mechanisms; (iii) private-to-private corruption; (iv) preventing and managing conflicts of interest and (v)involving development partners.

This publication is based on reports submitted by the 25 member countries of the ADB-OECD Anti-Corruption Initiative for Asia-Pacific that endorsed the Action Plan. It summarizes the current anticorruption frameworks of the 25 member countries that have started implementing their priority areas for reform since 2004 when the first edition of the report was published.

This book delves into the nature of governance in Asia both at government and corporate level. It reviews the history and suggests potential solutions for years of underperformance due to the corrupt practices that have developed because of a poor understanding of corporate governance. The authors are experts in practices in Asia and their views are expressed in a sympathetic manner, at no time insisting that a western model of governance is correct. Instead the authors advise local models appropriate to the state of development and suggest that individual countries institute behavioural models that will mature as nations quickly develop in an increasingly global world.

This book assembles the papers presented during the Joint ADB-OECD Conference on Combating Corruption in the Asian and Pacific region held in Seoul, Korea in December 2000.
