This book offers a comprehensive overview of the role of parliamentary administrations in the control of European Union policy-making. It questions whether the decision to give parliaments greater powers in the aftermath of the Lisbon Treaty had only the intended effect of political debate on European policies, or whether it has also resulted in the bureaucratisation of parliaments. The authors argue that the challenges of information-management faced by parliaments lead them to delegate an extensive set of tasks to their administrations. They offer a broad empirical picture, analysing the challenges faced by national parliaments and the role and response of their administrations in the case of the European Parliament, national parliaments and regional parliaments. In addition, the book studies the interaction between different administrations and their contribution to interparliamentary cooperation. It presents a new and different perspective on the challenges and dynamics of multi-level parliamentarism.

The role of national parliaments in EU matters has become an important subject in the debate over the democratic legitimacy of European Union decision-making. Strengthening parliamentary scrutiny and participation rights at both the domestic and the European level is often seen as an effective measure to address the perceived ‘democratic deficit’ of the EU – the reason for affording them a prominent place in the newly introduced ‘Provisions on Democratic Principles’ of the Union (in particular Article 12 TEU). Whether this aim can be met, however, depends crucially on the degree to which, and the manner in which, national parliaments actually make use of their institutional rights. This volume therefore aims at providing a comprehensive overview of the activities of national parliaments in the post-Lisbon Treaty era. This includes the ‘classic’ scrutiny of EU legislation, but also parliamentary involvement in EU foreign policy, the use of new parliamentary participation rights of the Lisbon Treaty (Early Warning System), their role regarding the EU’s response to the Eurozone crisis, and the, so far under-researched, role of parliamentary administrators in scrutiny processes. This broad-ranging text examines the political dynamic of the European Parliament (EP), showing how the EP is a key component of the political system of the EU. It looks at how, and how effectively, the parliament translates citizen demands into policies, and, in so doing, contributes to wider debates around democracy and legitimacy in the EU.

This handbook offers a comprehensive picture of the European activities of national parliaments in all 28 member states of the European Union. In the aftermath of the Lisbon Treaty, it assesses the extent to which national legislatures actually matter in European governance.

European integration is progressing at an even more rapid rate. Accompanying this progress is an increasing debate about the institutional shape and legitimacy of this new political order. This debate is driven in part by conflicting values, and in part by uncertainty. This book addresses the question of parliamentary involvement in the emerging European political system by looking at both national and European levels of parliamentary representation. In doing this, it gives greaterattention to the role of national parliaments than is usual in discussions about democracy in the European Union.Based on interviews and surveys among members of parliament at the European level, and in eleven member states, it analyses the role of parliaments and parliamentarians, the linkages between national citizenry and the European level, and the problems and perspectives of institutional change. The book is provides analyses of the views from within concerning European integration and concentrates of three dimensions: the MPs themselves; their embeddedness in the process; and theirperspectives on institutional structures. These views from within offer new insights and answers to institutional problems in the European Union and the so-called democratic deficit.

Oversight of executives has always been a key function of parliaments and one that is central to developing the relationship between the executive and legislative branches of government. However, in reality governments are taking a more pronounced role in controlling legislation, diluting the influence of parliament. This book plots this trend in parliaments across Europe, to illustrate points of convergence and divergence. In so doing, it suggest tools and methods that parliaments can develop to bolster their crucial oversight role.

Parliaments risk becoming the main losers of internationalisation; a process that privileges executives and experts. Still, parliamentarians have developed a range of responses to catch up with international decision-making: they coordinate their actions with other parliamentarians; engage in international parliamentary forums; and some even opt to pursue political careers at the supranational level, such as in the European Parliament. This volume provides a thorough empirical examination of how an internationalising context drives parliamentarians to engage in inter-parliamentary coordination; how it affects their power positions vis-à-vis executive actors; among themselves; and in society in general. Furthermore, building upon these empirical insights, the book assesses whether parliamentary democracy can remain sustainable under these changing conditions. Indeed, if parliaments are, and remain, central to our understanding of modern democracy, it is of crucial importance to track their responses to internationalisation, the fragmentation of political sovereignty, and the proliferation of multilevel politics.
