Partnership Against Poverty And Exclusion

Problems of poverty and social exclusion are a major current concern for policy makers at local level, in government and in the European Union. Partnership is now widely accepted as a key component of local regeneration strategies but there remain few detailed studies of how such local partnerships work, what difficulties they encounter, how they try to overcome them, and with what success. This report helps to fill the gap and offers an overview of the development of the local partnership approach in the UK.

This book explores local partnership-based initiatives to tackle European-wide problems of poverty and social exclusion. A major comparative study of the fast developing theme of social exclusion, the contributors look at its causes, effects and at the ways it might be combatted. Based on in-depth, cross-national research from areas across Europe it provides a uniquely authoritative account of the complexities of policy development in the EU, and will be invaluable to researchers in European studies, politics, and economics.

This book examines the potential role of European Union law in combating poverty and social exclusion in the European Union. Anti-poverty strategies have been part of the European Union agenda for decades. Most saliently, over a decade ago, the EU’s Member States pledged to lift 20 million people out of poverty. In spite of this commitment, the EU did not even meet a quarter of this target, and over 113 million people still were at risk of poverty and social exclusion by the end of 2020. This book addresses the incongruence between a quite developed EU policy strategy and a well-embedded legal objective on the one hand, and the lack of direct legal action on the other. Analysing the role of social policy instruments, fundamental rights, and the constitutional framework of the European Union, it makes a detailed case for a contribution of EU law to the policy objective of combating poverty and social exclusion. Drawing on work in law, politics, social policy and economics, this book will interest scholars and policymakers in the areas of EU law, labour and social security, human rights, political science and social and public policy.

This Combat Poverty research study examines the role of local partnerships in promoting social inclusion in Ireland. Ireland is among the EU countries who have a strong model of local partnership. In the field of anti-poverty policies, the interplay between the Europe 2020 overarching strategy and the 'Semester' have marked major discontinuity vis-à-vis the Open Method of Coordination for social protection and social inclusion (Social OMC) of the Lisbon phase. This book therefore asks whether and how Europe matters in the fight against poverty and social exclusion by assessing the emergence and possible institutionalisation of a European multi-level, multi-stakeholder and integrated policy arena in the new institutional framework. Poverty and inequality remain at the top of the global economic agenda, and the methodology of measuring poverty continues to be a key area of research. This new book, from a leading international group of scholars, offers an up to date and innovative survey of new methods for estimating poverty at the local level, as well as the most recent multidimensional methods of the dynamics of poverty. It is argued here that measures of poverty and inequality are most useful to policy-makers and researchers when they are finely disaggregated into small geographic units. Poverty and Social Exclusion: New Methods of Analysis is the first attempt to compile the most recent research results on local estimates of multidimensional deprivation. The methods offered here take both traditional and multidimensional approaches, with a focus on using the methodology for the construction of time-related measures of deprivation at the individual and aggregated levels. In analysis of persistence over time, the book also explores whether the level of deprivation is defined in terms of relative inequality in society, or in relation to some supposedly absolute standard.
