Party Responses To The Eu In The Western Balkans

This book examines how European issues have played out in Serbian and Croatian party politics since 2000, in the context of significant challenges brought by European integration of the Western Balkans. It provides a comprehensive analysis of how political parties in these countries have determined and shifted their positions on the EU, by exploring the effect and interaction of party ideology and strategy, position within the party system, relations with the general public and voters as well as transnational party linkages. The author argues that the particular nature of European issues, closely related to crucial identity and statehood dilemmas in these post-conflict societies, largely determined party stances on the EU, feeding significant Eurosceptic sentiments. At the same time, a number of core parties underwent a rapid pro-EU conversion, pragmatically responding to internal and external incentives in the context of dynamic electoral competition and strong EU presence, and aimed at maximising their chances of securing executive office. The book will be of interest to advanced students and scholars in the fields of comparative politics, Western Balkan politics, and EU studies.

The Western Balkans have been a crossing point between Central Europe and the East for centuries. Devastated by tragic conflicts, nationalism and neglected investments, the Western Balkan countries are striving to find a new equilibrium. Citizens and institutions in the Balkans have repeatedly affirmed their ambition to become part of the European Union and have made significant efforts to turn this dream into reality. The European Investment Bank (EIB) has done a lot in this region over the past 20 years. It has helped build pan-European transport corridors, supported direct foreign investment, helped redevelop urban areas, provided technical assistance and additional finance to enhance and develop social and economic infrastructure, and stimulated private sector growth to create jobs. This book examines the ways in which the European Union and its policy of conditionality has shaped the post-conflict reconstruction of the Western Balkans. This book was published as a special issue of Europe-Asia Studies.

This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

This book explores origins, manifestations, and functions of Pan-Slavism in contemporary Central and Eastern Europe, arguing that despite the extinction of Pan-Slavism as an articulated Romantic-era geopolitical ideology, a number of related discourses, metaphors, and emotions have spilled over into the mainstream debates and popular imagination. Using the term Slavophilia to capture the range of representations, the volume analyses how geopolitical discourses shape the identity and policies of a community, providing a comparative analysis that covers a range of Slavic countries in order to understand how Pan-Slavism works and resonates across geographic and political contexts.

The book adds a sound contribution towards updating and upgrading the study of ethnopolitics not solely across Central and Eastern Europe, but as a whole.

How do political parties affect foreign policy? This book answers this question by exploring the role of party politics as source of foreign policy change in liberal democracies. The book shifts the focus from individual political parties to party systems as the context in which parties’ ideologies receive precise content and their preferences are formed. The central claim is that foreign policy change arises from within transformed discursive contexts of party competition, when a new language of politics that constitutes anew parties’ self-understanding of what they stand for and compete over emerges in a party system. By comparing cases of contested foreign policy change, the book shows how such transformations in party competition determine whether and when international pressures on a state will translate into decisions to institute foreign policy change and what degree of change will be ultimately implemented. With a novel framework which bridges concepts of international relations and comparative politics, the book will be of interest to researchers and students in the areas of international relations theory, foreign policy analysis and comparative politics, and generally to anyone wanting to understand how and when parties, elections and voters contribute to international change.
