Faced with intensified ecological crisis, the Chinese government has sought policy interventions to reverse its forest degradation. Among the policy instruments is the Payment for Ecosystem Services (PES) that aims to transform the pattern of traditional forest management and protection and to encourage forest sustainable use by financial incentive. This book provides a policy evaluation on the payment schemes for forest ecosystem services in China. It examines PES schemes with respect to ecological effectiveness, economic and livelihood impacts, participation of local people, and the interlinkages with forest tenure reform. The evaluation is based on different cases across China's main forested regions. The implementation of payment schemes in China shows improvements in forest management and protection and an incentive-based governance method is employed instead of 'command and control'. New forest use practices are also created to couple local livelihood requirements with ecological conservation. In addition, local farmers are more and more involved in the implementation of payment schemes. Providing a comprehensive assessment of payment policies for ecosystem services in China, this book will be of great interest to policy-makers and government advisers in China, international donor agencies, and academics and students with an interest in PES and forest governance.

Knowledge and insight in national environmental governance in China is widespread. However, increasingly it has been acknowledged that the major problems in guiding the Chinese economy and society towards sustainability are to be found at the local level. This book illuminates the fast-changing dynamics of local environmental politics in China, a topic only marginally addressed in the literature. In the course of building up an institutional framework for environmental governance over the last decade, local actors have generated a variety of policy innovations and experiments. In large measure these are creative responses to two main challenges associated with translating national environmental policies into local realities. The first such challenge is a policy implementation gap stemming from the absence of the state capacity necessary to the implementation of environmental measures. The second challenge refers to the need for local non-state actors to engage in environmental management; oftentimes such a participation gap contributes to implementation failures. In recent years, we have seen a multitude of initiatives within China at the provincial level and below designed to bridge both gaps. Hence, the central aim of this book is to assess these experiments and innovations in local environmental politics.This book was originally published as a special issue of the Journal of Environmental Policy and Planning.

Economic growth has multiplied the environmental challenges faced by the People's Republic of China but has also created opportunities, by increasing available funding for environmental management and conservation. At the nexus of these countervailing trends, policy makers have been experimenting with new approaches to environmental management under the broad heading of "eco-compensation". The Asian Development Bank and the National Development and Reform Commission of the People's Republic of China (PRC) undertook a study on eco-compensation regulations development in the country, on which this publication is based. The study examined the PRC's theory, practice, and legislation governing eco-compensation in selected ecological areas to map out the scope and content of a national eco-compensation regulation. Pursuit of its higher agenda of ecological civilization and development of its national eco-compensation regulation will require the PRC to capture the diversity that subnational projects have tapped, integrate its experience with eco-compensation at all levels of government into a coherent national regulatory framework, and harmonize this framework with existing laws and other legal instruments.

This report documents recent policy innovations for the conservation and management of ecosystem services in China. Policymakers have become increasingly interested in developing new approaches to address China's multiplying conservation challenges and resource constraints in face of break-neck economic growth. This has led China's central and local governments to rapidly expand the range of policy and program innovations, many under the broad heading of "eco-compensation," that are laying the groundwork for the development of ecosystem services markets. In particular, local governments have been important contributors to this process, rapidly adapting centrally designed "eco-compensation" programs to their own needs, creating "hybrids"--programs that weave together and draw upon multiple central and provincial policies and funding sources--and creating their own distinct initiatives that often feed back into central government policy development. While not an exhaustive account of all payments (PES) and markets (MES) for ecosystem services in China, it provides an overview of a range of policy innovations for watershed ecosystem services, carbon markets, forest conservation, improving landscape amenities, biodiversity conservation and anti-desertification. The results of this report suggest that there are tremendous opportunities to draw lessons from the significant degree of local innovation that is occurring and to connect innovations from around the globe to inform developments in China.
