Nowhere in the world is the demand for peace more prominent and challenging than in Africa. From state collapse and anarchy in Somalia to protracted wars and rampant corruption in the Congo; from bloody civil wars and extreme poverty in Sierra Leone to humanitarian crisis and authoritarianism in Sudan, the continent is the focus of growing political and media attention. The concept of human security is a new approach to security that focuses on the individual human being and provides policy alternatives to the traditional state-centred view, which considers the state to be the only and ultimate referent of security. Formally introduced into the United Nations system in 1994 the concept’s intellectual roots draw from international humanitarian law, human rights and human development, and since its introduction human security has been progressively integrated into the international security discourse. Mainstreaming Human Security: Policies, Problems, Potential paints a comprehensive picture of the relevance of the concept of human security in practice in a time of changing security paradigms and a challenging international environment. This volume looks at the practical implications of mainstreaming human security. It focuses on the potential, problems and policies of human security in peace operations and crisis management operations of the United Nations and of the European Union. Topics addressed by the contributors include mainstreaming human rights and human security in peace and crisis management in general and the role of human security in the EU’s Common Security and Defence Policy, security sector reform, restorative responses to human rights violations by peacemakers, human security in Serbia and in African peace operations as well as proposals for human security training. Debates about security governance in Africa and about the place of women within it have moved in parallel despite their interconnection. In this book, the authors align the debates, locating African-specific and feminist analysis within the security discourse.

Africa has experienced dozens of conflicts over a variety of issues during the past two decades. Responding to these conflicts requires concerted action to manage the crises – the violence, the political discord, and the humanitarian consequences of prolonged fighting. It is also necessary to address the long-term social and economic impacts of conflict, to rebuild communities, societies and states that have been torn apart. To accomplish this requires the involvement of institutions and groups rarely considered in formal official African conflict management activities: schools, universities, religious institutions, media, commercial enterprises, legal institutions, civil society groups, youth, women and migrants. The overarching questions that are explored by the authors are: What constitutes social cohesion and resilience in the face of conflict? What are the threats to cohesion and resilience? And how can the positive elements be fostered and by whom? This volume offers an informed and critical analysis of the operationalization and institutionalization of the peace and security architecture by the African Union and Africa's Regional Economic Communities (RECs). In creating this architecture, the African Union and the RECs tread new ground with potentially significant consequences to the lives and livelihoods of millions of Africans who are affected by war and armed conflict. In-depth, critical chapters inform, clarify and provide key points for reflection on the architecture as a whole as well as on each of the structures currently under implementation. This monograph highlights the necessity for taking preventive measures in the form of peace-building as a sustainable and long-term solution to conflicts in West Africa, with a special focus on the Mano River Union countries. Apart from the Mano River Union countries, efforts at resolving other conflicts in say, Guinea Bissau, Senegal, C'te d'Ivoire and Nigeria, have suffered from a lack of attention on the post-conflict imperatives of building peace in order to ensure that sustainable peace is achieved. Given the often intractable and inter-related nature of conflicts in this region, it argues for the need to revisit the existing mechanisms of conflict resolution in the sub-region with a view to canvassing a stronger case for stakeholders towards adopting the peace-building strategy as a more practical and sustainable way of avoiding wars in the sub-region. Peace-building in consonance with its infrastructure is a more sustainable approach to ensuring regional peace and stability and, therefore, ensuring development for the peoples of West Africa. Dr Osita Agbu is currently a Senior Research Fellow at the Nigerian Institute of International Affairs, Lagos. This book shows the push and pull effects between resources, human security and conflicts in Africa. It recognizes the need for resources in Africa to be processed into finished goods in order to influence global market and redefine the pattern of trade relations with powerful countries of Asia, America and Europe in shaping the destiny and future of African countries. The achievement of this laudable objective is plagued by the security challenges which are directly or indirectly linked to resource-related conflicts rocking most of the resource endowed countries in the continent, thereby threatening global peace and security. To deal with this menace in the continent, it requires global co-operation and support of foreign governments, international organizations, international non-government organizations, governments of host countries and its citizens. The book presents the cases and experiences of countries that are endowed with resource, as well as have experienced different forms of human insecurity and have witnessed environmental conflicts in its analysis, which make the discourse interesting and quite educating.

This handbook offers a critical assessment of the African agenda for conflict prevention, peacemaking, peacekeeping, and peacebuilding; the challenges and opportunities facing Africa’s regional organisations in their efforts towards building sustainable peace on the continent; and the role of external actors, including the United Nations, Britain, France, and South Asian troop-contributing countries. In so doing, it revisits the late Ali Mazrui’s concept of Pax Africana, calling on Africans to take responsibility for peace and security on their own continent. The creation of the African Union, in 2002, was an important step towards realising this ambition, and has led to the development of a new continental architecture for more robust conflict management. But, as the volume’s authors show, the quest for Pax Africana faces challenges. Combining thematic analyses and case studies, this book will be of interest to both scholars and policymakers working on peace, security, and governance issues in Africa.
