These papers were presented at the Third International Workshop on the Performance, Protection and Strengthening of Structures under Extreme Loading - Protect2011 - held in Lugano (Switzerland) from August 30th to September 1st, 2011. This event sprang from the cross-border cooperation between two universities, SUPSI and Politecnico di Milano, which have long been engaged in research in these particular areas. Protect2011 is a clear sign that such collaboration offers the opportunity for mutual growth, to the benefit of all. Volume is indexed by Thomson Reuters CPCI-S (WoS). In common with previous Protect workshops, this book contains over 100 peer-reviewed papers, originating from about 30 countries on 5 continents, that collectively provide an excellent snapshot of the state-of-the-art of this field and highlight some remarkable modern developments.

Each of the 119 fully refereed presentations is published here for the first time and was selected because of its original contribution to the science and engineering of how materials, bridges, buildings, tunnels and their components, such as beams and pre-stressed parts, respond to potentially destructive forces. Emphasis is placed on translating empirical data to design recommendations for strengthening structures, including strategies for fire and earthquake protection as well as blast mitigation. Technical details are provided on the development and behavior of new resistant materials, including reinforcements, especially for concrete, steel and their composites.

SUSI XIII contains the proceedings of the 13th International Conference in the successful series of Structures Under Shock and Impact. Since the first meeting in Cambridge, Massachusetts (1989) the conference has brought together the research works of scientists and engineers from a wide range of academic disciplines and industrial backgrounds that have an interest in the structural impact response of structures and materials. The shock and impact behaviour of structures is a challenging area, not only because of the obvious time-dependent aspects, but also due to the difficulties in specifying the external dynamic loadings, boundary conditions and connection characteristics for structural design and hazard assessment, and in obtaining the dynamic properties of materials. COST is an intergovernmental framework for European Cooperation in Science and Technology, allowing the coordination of nationally-funded research on a European level. Our knowledge to model, design, analyse, maintain, manage and predict the life-cycle performance of infrastructure systems is continually growing. However, the complexity of these systems continues to increase and an integrated approach is necessary to understand the effect of technological, environmental, economic, social, and political interactions on the life-cycle performance of engineering infrastructure. In order to accomplish this, methods have to be developed to systematically analyse structure and infrastructure systems, and models have to be formulated for evaluating and comparing the risks and benefits associated with various alternatives. Civil engineers must maximize the life-cycle benefits of these systems to serve the needs of our society by selecting the best balance of the safety, economy, resilience and sustainability requirements despite imperfect information and knowledge. Within the context of this book, the necessary concepts are introduced and illustrated with applications to civil and marine structures. This book is intended for an audience of researchers and practitioners world‐wide with a background in civil and marine engineering, as well as people working in infrastructure maintenance, management, cost and optimization analysis.
